The Opportunity

Plan International seeks a dynamic leader and project strategist to fill the role of Chief of Party (COP) for the anticipated USAID/Philippines Marawi Response Project to be based in a city in Northern Mindanao. If awarded, the program would have an anticipated start date of October 2018.

The project will utilize a needs-based approach to contribute to USAIDs goal of supporting the integration or return of internally-displaced people (IDPs) from; the Marawi Crisis. The programs objectives will be to (1) provide locally-driven and community-centered approaches that improve the economic and social conditions of IDPs from Marawi and its environs and establish the conditions for communities to successfully undertake longer-term planning of their communities; and (2) strengthen community cohesion through developing or strengthening community institutions or structures capable of effective, participatory leadership and governance and increasing the capacity of communities, civil society and local governance actors to develop constructive relationships that decrease the risk of further conflict.

The COP will lead and oversee all aspects of this high-profile project, including directing strategic planning and decision making, providing technical guidance, managing the activities of sub-recipients, and supervising staff. Serving as the key liaison with USAID, the Government of Philippines, implementing partners, and other stakeholders, the COP will also establish and maintain an integrated vision among different actors while ensuring adherence to all project objectives, performance requirements, and donor regulations.

Consideration for this pivotal role will be given to professionals with 1) a clear understanding of community-centered development in a similar social context; and 2) experience in USAID project management and administration policies, procedures, and reporting requirements

Responsibilities

  • Provide overall technical and managerial oversight and leadership for the project.
  • Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures.
  • Supervise field operations, project administration, logistics and procurement.
  • Oversee the delivery and monitoring of sub-grants.
  • Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors.
  • Ensure full compliance with all USAID, Plan, and other fiduciary regulations.
  • Serve as the principal liaison with the Government of Philippines; USAID and other donors; and project partners and stakeholders to ensure effective program implementation and build lasting relationships.

The Person

In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:

  • Possess at least a master’s degree in peacebuilding, international development or other related field
  • Over 10 years of experience managing activities of similar scope for international development assistance programs;
  • Strong knowledge of community-based development and peacebuilding in South East Asia.; previous experience working in Mindanao/the Philippines preferred
  • Previous experience working to improve the social and economic conditions of IDPs
  • Significant experience successfully managing large, multi-year USAID-funded programs;
  • Previous experience as COP or in a similar leadership role in South East Asia preferred
  • Proven experience hiring, training, and supervising teams of international and local staff;
  • Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations
  • Fluency in English required; Proficiency in Filipino or other local dialect preferred

Type of Role: fixed term contract
