Job Description

Chemonics seeks a chief of party to provide technical leadership, management, and direction to the Tunisia Fiscal Reform for Strong Tunisia (FIRST) team. The purpose of the FIRST project is to provide technical assistance and capacity building to key Tunisian government institutions, particularly the Ministry of Finance, to strengthen Tunisia’s fiscal foundations for sustainable and inclusive growth. FIRST will help the Ministry of Finance develop its capacity to formulate sound, predictable, and fair revenue policies as well as support the ministry in modernizing tax administration and enhancing its ability to effectively and transparently carry out its revenue collection mandate. The chief of party will supervise all activities related to this project and have overall responsibility for the successful performance of the technical assistance team. In addition, the chief of party shall provide strategic leadership and management to the Tunisia FIRST team, be responsible for meeting project objectives, and represent the project with project counterparts and USAID. Responsibilities include:

  • Provide leadership, technical direction, and management oversight for all project activities and results
  • Define — through the consensus of staff, clients, and stakeholders — the objectives and vision that will guide project activities
  • Ensure that work plans are developed with input from staff and stakeholders, and initiate implementation of those work plans
  • Monitor and, when necessary, modify programmatic assistance to achieve results
  • Ensure that relevant, productive, and complementary activities are implemented effectively
  • Provide guidance and technical direction to program subcontractors
  • Supervise the adoption of job descriptions, performance criteria, and scopes of work for all professional and administrative staff on the project
  • Approve selection and hiring of all local professional and administrative staff on the project
  • Manage all professional and administrative work performed by staff
  • Oversee and ensure contract performance at the highest level in compliance with contract provisions
  • Manage contract finances (budget and fund allocations), and ensure accurate financial records are kept
  • Develop and communicate (verbally and in writing) the strategic vision for the program to staff, USAID, and all counterparts and stakeholders
  • Maintain open, two-way communication with USAID, the field staff, and Chemonics’ home office
  • Make formal and informal presentations
  • Conduct meetings and maintain relationships with the Tunisian government officials and other relevant stakeholders
  • Maintain two-way communication channels with Tunisian counterparts to build a relationship of trust and cooperation

Qualifications:

  • Graduate degree in economics, public finance, public administration, law, or another relevant field; exceptional, relevant post-education experience may be considered in lieu of a graduate degree
  • Fifteen years of international development experience, including substantial experience working with the public sector
  • Direct experience managing and implementing tax/fiscal policy and administration activities of similar scale and complexity
  • Strong command of fiscal policy, tax administration, and public financial management concepts and practices
  • Ability to communicate clearly and concisely both orally and in writing
  • Ability to establish a common vision and promote a culture of collaboration through effective leadership
  • Outstanding management and creative problem-solving skills, resourcefulness, and flexibility
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and French required. Proficiency in Arabic preferred
