Pact is recruiting a Chief of Party (COP) for an upcoming USAID-funded Strengthening Local Non-Government Organizations (NGOs) in Timor-Leste. The project will aim to strengthen the organizational, advocacy, research, networking, and financial capacity of selected NGOs in Timor-Leste, as well as to increase the demand for advocacy services, and ensure laws and policies enabling independent NGOs operations are in place to enable NGOs to provide sustainable advocacy on behalf of their constituents. The COP will provide technical leadership and operational oversight for the project and will serve as the primary liaison with USAID and relevant project stakeholders. This position is contingent upon award.
- Responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results.
- Serve as Pact’s liaison to USAID, partners, host country governments, and other key project stakeholders.
- Oversee project planning (i.e., development of work plans and operating budget) and reporting (i.e., review and approve periodic budgets and reports).
- Ensure that Pact provides high-quality technical assistance to local partners; conduct regular monitoring and mentoring visits to local partners.
- Ensure that USAID and Pact reporting requirements on program impact are met. Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
- Oversee and monitor quality of capacity development to local organizations, using customized capacity building tools and approaches to ensure measurable impact.
- Ensure close coordination with other relevant initiatives in countries.
- Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership in civil society strengthening in the region.
- Provide regular written/oral program progress updates as requested.
- Perform other duties as assigned.
- At least 7 years of experience managing programs of a similar nature in a senior leadership and management role (Chief of Party, Project Director, Team Leader, etc.).
- Advanced degree (Masters or PhD) in a relevant field, such as political science, public policy, or public administration.
- Prior experience working in the region or in similar contexts.
- Demonstrated expertise in civil society strengthening, developing capacity of NGOs/CSOs, developing networks, and supporting advocacy and engagement with government, and improving the enabling environment.
- Demonstrated ability to develop and maintain strong relationships with governments and civil society partners, especially in complex or sensitive political environments.
- Demonstrated track record in successfully building and effectively managing diverse teams of employees.
- Demonstrated effective interpersonal skills, creative problem-solving, and ethical management.
- Fluency in English - both written and oral.
- Prior experience managing USAID programs.
- Knowledge of the political/social context and civil society in Timor-Leste.
- Working knowledge of Portuguese or Tetum.
