Job Description

Chemonics seeks a chief of party for the ongoing USAID/Office of Transition Initiatives (OTI) Ukraine Confidence Building Initiative II (UCBI II) project in Kyiv, Ukraine. The project aims to expand acceptance of a pluralistic Ukrainian civic identity based on common values. The program’s overarching objectives are to: (1) increase support for national unity and (2) increase public confidence in positive, democratic change in Ukraine. The project, based in Kyiv, works on the national level in Ukraine and focuses regionally on the west and south after the transition from a focus on the east. The chief of party will have strong management and leadership skills and will be involved in all aspects of program management. The chief of party will have close daily collaboration with USAID/OTI’s in-country staff and will take programmatic and strategic direction from USAID/OTI staff. Responsibilities include:

  • Make key decisions and solve problems in short timeframes while ensuring operational and program integrity
  • Manage, oversee, and report on progress and quality of performance in meeting the activity undertakings of UCBI II
  • Serve as the designated person for overall management of Chemonics’ in-country relationship with USAID/OTI
  • Provide oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design, and ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing in close consultation with the country representative
  • Contribute to the design and implementation of the monitoring and evaluation system at the activity and program levels and ensure that all programming is properly monitored and evaluated under the guidance of the country representative or the deputy country representative
  • Develop familiarity with and maintain daily usage of the USAID/OTI Activity Database and ensure that relevant staff use, maintain, and upload weekly to the Activity Database and that data is consistent and complete
  • Supervise the deputy chief of party and regional program manager


  • Relevant work experience, including experience with a contractor or international NGO managing an office or program
  • Minimum of five years of experience with complex, high-speed, and challenging field operations in developing countries; minimum of one year of this experience that includes supervising these field operations in developing countries undergoing transition
  • Minimum of three years of supervisory experience
  • Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity
  • Experience with grant management, preferably in-kind and small grants
  • Experience working in developing countries is required, preferably in a fragile or transitional state environment
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints and program close-out
  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs
  • Financial management experience, including budgeting, financial management (tracking, reporting, and accounting), and procurement
  • Experience with activity design, development, and implementation
  • Previous experience working in Eastern Europe and Eurasia and an understanding of the Ukrainian context highly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Russian or Ukrainian highly desired
