Job Description

Job Responsibilities

CDM Smith is seeking a Chief of Party (COP) for the USAID Recycle Jordan Activity. The COP is responsible for achieving the project’s expected results as well as for ensuring that administrative, financial and contracting systems are functioning to support the project’s success S/he will be the main representative to the USAID Mission and implementing partners, ensuring ongoing coordination. S/he also will work closely with the CDM Smith’s project management team and other support staff. The COP will:
• Provide overall technical, managerial, financial, and administrative leadership for the project, ensuring that all tasks are implemented effectively and that all deliverables are submitted on time, within budget, and in compliance with applicable United States Government (USG) regulations and CDM Smith policies.
• Liaise with the USAID Contracting Officer’s Representative (COR) to ensure the timely production of high-quality deliverables that respond to the Agency’s priorities and needs.
• Coordinate, maintain regular communication, and develop positive and productive relationships with partners for the project, including host country governments partners; with relevant private-sector stakeholders and partner organizations; and other USAID project implementers and other donors.

• Lead work planning and coordinate implementation of all tasks, and adhere to the project approved budget for both in-country and home office input.

• Follow and adhere to CDM Smith Quality Control procedures for all deliverables, including submission of all technical deliverables, all work plans, and progress reports to CDM Smith home office to coordinate technical and editorial review prior to submission to the COR.

• Supervise a team of long-term personnel, consultants and subcontractors providing short term technical assistance (STTA) and long-term technical assistance (LTTA), providing leadership in team mentorship and professional development.
• Report to the CDM Smith home office delivery leader and maintain regular contact with the home office project management team, including preparation of the monthly status reports.

Job Requirements

  • Graduate degree in public administration, engineering, urban planning, business administration, behavioral studies, international development, environmental management, or a related field (Master’s Degree preferred).

    • A minimum of ten (10) years of experience managing the implementation of long-term multi-million-dollar projects on service delivery, municipal management, public administration, solid waste management, private sector engagement, or similar.

    • International experience with bilateral and/or multilateral donors.

    • Experience working with local governments, ministries, civil society organizations, and commercial stakeholders in an international development context. Experience with improving recycling programs strongly preferred.

    • Strong problem-solving skills, and experience assembling and managing a large team

    • Fluency in written and spoken English
