Job Description

FHI 360 seeks a Chief of Party for an anticipated USAID integrated health and systems strengthening program. USAID Malawi supports the Government of Malawi (GOM) and their Ministry of Health (MOHCC) to improve health service, systems and outcomes as part of a broader vision for self-reliance and sustainable impact, which includes strengthening local institutions, systems, greater ownership and accountability, and increased private sector engagement. The activity will work with local partners and health system counterparts to strengthen health services and systems to effectively manage resources and deliver high-impact health interventions.

Job Summary/Responsibilities:

The COP will provide overall strategic leadership, direction and management to the Project activity which will deliver technical assistance to the government. The position will be based in Lilongwe. Specific responsibilities may include but are not limited to:

  • Develop and execute overall project strategy, work plan, and leadership for the successful implementation of the project.
  • Manage development of, and monitors, work plans and budgets; ensure appropriate levels of technical assistance in program operations; oversees and coordinates with key stakeholders and partners; and, ensure appropriate program monitoring and reporting.
  • Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented and fulfill donor and the organization’s requirements.
  • Provide direction on senior-level policy and technical dialogue with the MOHCC and other government ministries and units.
  • Oversee all technical assistance and administrative support activities under the program.
  • Ensure the timely and complete submission of all performance reports and responses to donor requests for performance, success stories, and financial information for the program.
  • Ensure that all program deliverables are met in a high quality and timely fashion.
  • Ensure compliance with all donor- related, organization’s, and program-specific policies.
  • Supervise and mentor all senior management staff.
  • Provide managerial oversight to all project activities and partnerships and ensure compliance with the organization’s and USG regulations.
  • Respond to issues that arise on contract management, and award program implementation including but not limited to financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit (financial and/or general performance) findings.
  • Provide oversight for the project’s financial management systems and ensure that they are in line with the organization’s policies and procedures and donor rules and regulations.
  • Ensure preparation and submission of complete and accurate financial reports and cash requests to FHI 360’s HQ and USAID.
  • Oversees project budget development and undertake regular analysis of project expenditure, lead the preparation of budget amendments/modification for negotiation with donor.
  • Review and monitor program budgets vs. actual expenditures including Life of Project (LOP) and Field Office Financial Reports and Monthly Expense Reports received from the organization’s headquarters.
  • Recruit, supervise, mentor, and motivate project team which includes staff from the organization and international and national partners.
  • Actively work on team- building to ensure productive staff.
  • Oversee execution of the organization’s personnel policies and ensure that policies and procedures are clearly communicated to staff and are respected.
  • Act as liaison between USAID/Malawi, Government of Malawi stakeholders, donors, and all other relevant stakeholders and client country partners; including the AOR/COTR and AO/CO on funded activities.
  • Develop and maintain strong, collaborative relationships with government federal and regional entities to support project implementation.
  • Maintain effective linkages between technical components, grants and finance and administrative functions within the project.
  • Liaise with headquarters Technical Team, Contracts & Grants, Finance, and Compliance staff to monitor donor regulations and policies for changes affecting the program.
  • Ensure effective communication across the entire project with team and relevant stakeholders.
  • This includes (1) providing regular briefings and updates to relevant parties (e.g., supervisors) (2) facilitating regular team meetings to share information across project components and (3) contribute to positive and smooth functioning relationships with external partners, including international partners and national implementing partners.
  • Coordinate with other donor implementing partners on common objectives and activities, as needed.
  • Maintain a strong and wide network with key partners and stakeholders in assigned area and ensure that the project is represented on appropriate steering and advisory groups.
  • Responsible for quarterly and annual reports, annual work plans, performance indicators, financial reports, regular results reporting as needed in addition to the overall quality control and the timeliness of all required deliverables.
  • Manage project staffing levels and supervise project staff.
  • Responsible for addressing financial management-related issues, including ensuring that FHI360’s financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.

Qualifications:

  • MB.BS/MD/PHD or similar degree with 10 years of demonstrated successful leadership in managing large, complex programs in a developing country context which includes 5 years of relevant supervisory experience.
  • or MS/MA in social science, public health or related field, MPH preferred, and a minimum of 10 years of demonstrated successful leadership in managing large, complex programs within the private sector in a developing country context which includes 5 years relevant supervisory experience.
  • Or BS/BA in social science, public health or related field, with a minimum of 11 years of demonstrated successful leadership in managing large, complex programs within the private sector in a developing country context which includes 5 years of relevant supervisory experience.
  • Grant and Contract management experience required
  • Demonstrated leadership in fostering successful partnership approaches and relationships among a variety of varying organizations/institutions;
  • Documented experience in providing the level of technical assistance that is required to complete the work detailed in the statement of work
  • Demonstrated experience in working with commercial and non-governmental organizations to yield results toward common goals;
  • Excellent organizational, analytical and oral and written communication skills;
  • Demonstrated ability to develop and maintain effective working relationships with senior level government officials, donors, private for-profit and non-profit sectors;
  • Knowledge of Malawian health system and reproductive, maternal, newborn, child, adolescent and nutrition services;
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders;
  • Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation; and
  • Ability to travel locally and internationally as requested.
