For more than 25 years, RTI International has conducted HIV research and implementation programs across 60+ countries.• Oure research findings inform the design, implementation, and scale-up of new programs, monitoring and evaluation systems, and health policies around the world.• RTI•s mission is to improve the human condition by turning knowledge into practice.• • RTI•s Global Health Division is currently accepting applications for a Chief of Party for an anticipated PEPFAR/USAID-funded HIV opportunity, the Continuum of Prevention, Care and Treatment of HIV/AIDS with Most-at-risk-Populations in Cameroon II (CHAMP II) program.• CHAMP II will build on achievements of the PEPFAR/USAID-funded CHAMP program which concludes in 2019. The CHAMP II program goal serves to reduce HIV/STI infections and related morbidity and mortality and ease the impact of HIV on the socioeconomic development of Cameroon. The purpose is to improve the Government of Cameroon and civil society technical capacity to implement evidence-based prevention, care and treatment services to key populations in Cameroon.• • The Chief of Party (COP) is responsible for the overall performance and results of the program, including management and oversight of the program•s technical, operational, and administrative staff. S/he will provide strategic leadership and vision to the RTI-led team; provide technical and managerial direction for the successful implementation of the program in accordance with the work plan and performance management plan; and serve as RTI•s key liaison to PEPFAR/USAID, host government counterparts, local organizations, other stakeholders and program partners. S/he will be based within the CHAMP II office to be established in Yaound• and local travel will be required. Primary Responsibilities: - Responsible for overall program performance and results, including management and oversight of the program•s technical, operational, finance and administrative staff, and providing strategic leadership, vision, and technical and direction for successful program implementation. - Serve as RTI•s key liaison to PEPFAR/USAID, host government counterparts, local organizations, other stakeholders and program partners. Represent the program on behalf of RTI in national, regional, and global meetings (as appropriate). - Interface regularly with PEPFAR/USAID on management, reporting and decision-making. Ensure that the program activities are meeting client and stakeholder expectations and that program results are proactively disseminated. - Develop and implement annual program work and performance management plans (PMP) and negotiate an agreement of those plans with PEPFAR/USAID and other partner organizations. - Ensure coordination and collaboration with other PEPFAR and other donor-funded implementing agencies and public sector programs, as appropriate.• - Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with PEPFAR/USAID guidelines. - Directly supervise senior technical and administrative staff members.
Required Skills and Qualifications: - Master•s Degree in public health, public policy and/or administration, medicine, social sciences, law, international development, community development or equivalent experience, and/or an advanced degree in a related field and minimum 12 years of experience. - Minimum of 8 years of experience managing and leading technical and administrative teams for HIV prevention, care and treatment (PCT) programs in developing countries, preferably in Cameroon and/or West and Central Africa (WCA); previous COP experience for PEPFAR/USAID preferably and/or other USG-funded projects, is highly desirable. - Senior-level HIV expertise in one or more of the following technical areas: prevention; treatment, care and support; monitoring and evaluation; policy advocacy; systems strengthening; health information systems; and/or HIV and human rights - Demonstrated commitment to implementing evidence-based HIV programs focused on strengthening HIV services for key populations, including female sex workers and their clients, men who have sex with men, transgender people, and other vulnerable and priority populations (e.g. people living with HIV, people who inject drugs, migrant populations, military, etc.), including deep contextual understanding of key challenges and opportunities related to implementing HIV programs for key population programs in Cameroon and/or WCA. - Proven success in managing complex international health programs including experience in the following: client relationship management; developing program work plans and budgets; managing program implementation; providing technical assistance; overseeing financial management and grants administration; staffing and logistics; and fielding and managing short term technical assistance for donor-funded programs (preferably PEPFAR/USAID-funded programs). - Familiarity with the second-generation surveillance methodologies, including Integrated Biological and Behavioral Surveillance (IBBS) Surveys. - Commitment to collaborating, learning and adapting (CLA) and sharing of programmatic and research results to benefit learning. - Proven ability to develop collaborative working relationships with counterparts and partners at all levels and effectively manage staff and program funds. - Excellent management, communication, and organizational skills, and attention to detail. - Fluency in French and English languages is required. - Cameroonian citizens/nationals and key population community members are encouraged to apply.
