Palladium is seeking a full-time Chief of Party (COP) for the anticipated USAID Expanding Tuberculosis Identification, Treatment, and Prevention in Central Asia (TB-CA) project. This position is contingent upon donor award and funding.

The Chief of Party shall provide overall leadership, direction, program management and oversight, and serve as principal liaison to USAID and regional MoH staff. S/he will be driven by commitment to applying proven innovative techniques to help reduce the burden of TB in Central Asia.

Background
TB-CA aims to reduce the burden of TB in Central Asia by strengthening the capacity of local and regional health systems and improving the detection and treatment of drug-resistant TB (DR-TB). The project will enhance the leadership, management, financing, and technical capacity of Central Asian institutions, communities, and civil society for raising the quality of and access to DR-TB diagnosis and treatment services. The chief of party, based in Kazakhstan, Tajikistan, or Uzbekistan, will provide overall project leadership and ensure effective collaboration with multiple partners.

* Provide overall project leadership, management, technical direction, and guidance to regional technical directors and program country directors, and other team members and consultants to achieve targeted results and impact
* Serve as the project’s primary point of contact with USAID, other donors and institutions, implementing partners, the Ministry of Health, technical agencies, and other stakeholders; ensure alignment and harmonization with other programming where appropriate, including public/private sector partnerships
* Oversee development and monitoring of work plans and budgets and coordinate partner efforts in project implementation, as well as quarterly, annual, and technical reports
* Ensure interventions reflect high technical quality and are in line with the project’s scope of work
* Work closely with counterparts in both the public and private sectors to achieve the project’s objectives
* Present project results to USAID, local government entities, and other stakeholders at the country level and internationally
* Ensure findings and recommendations based on USAID evaluations are addressed in a timely fashion
* Oversee budget implementation and financial management, working closely with the deputy chief of party and finance director; ensure the project’s preparedness for USAID audit
* Prepare and oversee project start-up and close-out
* Master’s degree in public health, or a comparable advanced degree in a related field; knowledge of and experience with TB preferred
* Minimum five years of chief of party, deputy of party, program director, or equivalent experience in designing, implementing, and managing large, complex health programs (preferably TB); experience in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, or Uzbekistan preferred
* Demonstrated ability to establish professional relationships and work collaboratively with a diverse range of partners including host government agencies, donors, civil society and CBOs.
* Experience coordinating with national and local government agencies, civil society organizations, and other international development groups; ability to navigate politically sensitive terrain
* Demonstrated experience in an advisory role designing or instituting policy reforms at the national, local, and community level
* Demonstrated knowledge of and experience with USAID policies, procedures, and approaches on public health program design, implementation, budgeting, and monitoring and ealuation
* Experience managing USAID contracts and reporting structure.
* Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
* Excellent oral and written English communication skills; knowledge of Russian or other Central Asian language highly desirable
