DAI seeks a Chief of Party for an anticipated $15-20 million USAID-funded program based in Peru and potentially working in other South American countries as well which aims to strengthen the representation and governance of indigenous people in the Amazon. This regional project will support work with indigenous groups, including activities with the private sector, governments and the civil Society (including academia), in raising awareness on indigenous people’s rights and responsibilities, especially of those communities facing proposed development projects.
Responsibilities: The Chief of Party will be responsible for the technical leadership and field management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. Other responsibilities may include:
- Serve as principal liaison with USAID, host country government(s), counterparts and community stakeholders on program communications and technical implementation activities.
- Provide technical and intellectual direction and leadership.
- Manage, lead and oversee staff, consultants and subcontractors in achieving project results.
- Oversee all financial and administrative matters.
- Develop work plans for project activities.
- Oversee the participatory planning process to produce a strategic plan for project deliverables.
- Provide technical support in all program areas to team as needed.
- Oversee development and implementation of Monitoring and Evaluating Plan.
- Provide timely and accurate reporting to USAID on all program areas.
- Present findings in both written and oral presentations as required.
- Coordinate program activities with other donors.
- An advanced degree in economics, law, peace and conflict studies, public administration/policy, international development, or another related field is required.
- Minimum 10 years of experience implementing and managing project activities focused on indigenous peoples’ governance, community-led or community-based development planning, natural resource management, conflict management and transformation, prior community consultations in connection with commercial projects, community land titling, water rights governance, and/or other relevant technical themes;
- Experience working with indigenous peoples in Latin America, particularly in the Amazon region, is strongly preferred;
- Demonstrated strong leadership ability for effective project management, technical and analytical skills, personnel management, and strong interpersonal and teamwork skills;
- Ability to effectively interact with and facilitate dialogue among government counterparts, local organizations, and private sector executives;
- Prior experience implementing and managing programs in Latin America or similar country contexts is required; prior experience managing programs in Brazil, Colombia, and/or Peru is strongly preferred.
- Prior experience managing international donor funded projects is required; prior experience managing USAID funded projects is strongly preferred.
- Professional proficiency in written and spoken English and Spanish is required.
