Job Description

Resonance is seeking candidates to serve as Chief of Party for an anticipated USAID-funded project focused on Monitoring, Evaluation, and Learning (MEL) in Senegal. The contract will holistically assist USAID Senegal in its overall (MEL) needs during the five-year (2021-2026) implementation and subsequent Country Development Cooperation Strategy (CDCS).

The Chief of Party will bear primary responsibility for overall leadership, project planning and implementation, and ensuring timely and high-quality expertise and deliverables for USAID. They will serve as the primary point of contact to USAID and contribute to successful, positive relationship with the client and other key stakeholders. The Chief of Party will be accountable for both the quality of the project, as well as for its effective financial and operational management. They will manage a team of technical staff, organizational partners, and short-term consultants. The Chief of Party is responsible for achieving the expected results of the project and solving problems that may arise.

ESSENTIAL FUNCTIONS:

  • Serve as key liaison with USAID, project partners, and counterparts in the public and private sectors.
  • Provide overall technical, administrative, and operational oversight for the project on all activities and at all levels.
  • Lead the planning, design, implementation, and reporting of technical activities, including the drafting of annual work plans, leading organizational activities, and overseeing the completion and submission of quarterly and annual project reports and other project deliverables.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
  • Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policy.
  • Provide technical advice and leadership on all technical activities, including the design, methodology, and tools for each activity.
  • Oversee the design and implementation of the evaluations and other studies, capacity building approaches, learning events, knowledge management efforts and other technical tasks conducted under this contract.

REQUIRED EDUCATION AND EXPERIENCE

  • A Master’s degree in international development, evaluation, statistics, economics, human and organizational systems, public policy, or other relevant areas.
  • Proven technical experience in monitoring, evaluation, and CLA. Familiarity with evaluation best practices.
  • At least ten (10) years of management and supervisory experience with a U.S. Government foreign affairs agency, international assistance organization, or nongovernmental organization.
  • Knowledge of USAID management, procurement, financial management procedures and communication protocol.
  • Ability to manage multiple task streams across different service areas within the contract.
  • Strong communication skills to update USAID on task progress
  • Proven technical experience in monitoring, evaluation, and CLA. Familiarity with evaluation best practices.
  • Experience in capacity building, training and workshop management, , adult learning, and organizational capacity building.
  • Proven ability to respond quickly to newly emergent tasks.
  • Demonstrated experience with adaptive management.
  • Demonstrated experience managing multicultural and diverse teams, with strong interpersonal skills.
  • Strong understanding of ADS requirements, the Program Cycle, USAID’s Evaluation Policy, the J2SR, Clear Choice, and other significant Agency initiatives required.
  • Superior written and oral communication skills in both English and French required.

PREFERRED EDUCATION, EXPERIENCE, & COMPETENCIES

  • Ph.D. in international development, evaluation, statistics, economics, human and organizational systems, public policy, or other relevant areas.
  • COP or Deputy COP experience of similar MEL platforms.
  • Familiarity with complexity-aware monitoring and change management.
  • Experience engaging with local organizations and stakeholders.
  • Experience delivering M&E training preferred.
