Overview:

University Research Co., LLC (URC), is seeking an experienced and motivated Chief of Party (COP) to provide overall leadership and management of an anticipated five-year $25-49M USAID-funded South Sudan Care and Treatment Activity. This Activity aims to collaborate with the Ministry of Health, the South Sudan AIDS Commission, local NGOs, CSOs, and communities to enhance equitable access to high-quality, comprehensive HIV prevention, testing, care, and treatment services for at-risk South Sudanese. Additionally, it seeks to build the capacity of local partners to prepare them for future prime funding opportunities. The Activity is aligned with the UNAIDS 95-95-95 goal: ensuring 95% of the population knows their HIV status, 95% of HIV-positive individuals are on ART, and 95% of those achieve viral suppression. The project will focus on 1) Increasing demand for and access to quality, comprehensive, person-centered clinical and community-based HIV and TB services for the general population; 2) Expanding demand for and access to equitable, comprehensive community HIV services for key populations; and 3) Strengthening the organizational and technical capacities of local organizations to manage HIV programs.

Responsibilities:

The Chief of Party will provide the overall strategic direction and technical oversight for the Activity and will also have the primary responsibility for liaising with USAID and other stakeholders in South Sudan. As part of overseeing and ensuring successful program implementation, the COP is expected to set the technical vision and approach along with managing multiple project teams and consortium members. The COP will also safeguard the Activity’s and organization’s resources by complying with contract terms and conditions, USAID, and all other applicable policies and regulations mitigating risks of fraud, waste and abuse in all aspects of project operations and administration. The Chief of Party is expected to lead by example with demonstrated capabilities in management, institutional capacity building, high-level strategic visioning and leadership, and experience in working effectively with district, provincial and national government authorities. The COP will report to URC HQ.

This is a full time position and will be located in Juba, South Sudan.

Specific roles and responsibilities include, but are not limited to, the following:

*Responsible for the technical leadership and managerial oversight in the design and implementation of program strategy in alignment with the Activity’s key objectives and expected outcomes.

*Design and oversee annual project planning cycle to develop comprehensive annual work plans, detailed implementation plans and results reporting for the project.

*Develop, strengthen and maintain relationships, coordination and engagement with all stakeholders and serve as principal liaison to MOH, SSAC, PEPFAR, and other counterparts.

*Ensure efficient operations in administrative, human resources, and financial processes and in full compliance with URC’s standards, protocols, guidelines and processes ensuring adherence to adequate internal controls.

*Ensure monitoring and continuous learning and adaptation of program implementation as indicated by activity results and in consultation with USAID and the URC home office team.

*Report regularly to the USAID Mission to ensure transparency and awareness of project development and implementation, remaining cognizant of issues or challenges as they arise.

*Represent the project at meetings with USAID, MOH officials, working groups, and conferences.

*Participate in URC’s business development activities and perform other functions, as needed.

*Perform other related duties as assigned and/or agreed upon with the supervisor/home office.

QUALIFICATIONS:

Required Experience and Qualifications:

*Master’s degree in public health, epidemiology, social sciences, or a related field. Medical doctor preferred.

*Minimum of ten (10) years of work experience in public health program management in an integrated, comprehensive, clinic-based program environment.

*Minimum four (4) years in leadership role working on HIV or other infectious disease programs in a similar operating context.

*Demonstrated experience and knowledge in health programs to provide support and guidance to project staff, MOH officials, health providers, community organizations and other stakeholders on design, monitoring and evaluation and program quality management (both service and data quality).

*Demonstrated leadership skills in working collaboratively with internal teams, partners, donors, host country institutions, and other international organizations.

*Previous COP experience with USAID preferred.

*Excellent past performance references.

*Exceptional written and oral communication skills in English.
