Casals is seeking qualified Chief of Party (COP) candidates for a USAID/MCC Timor-Leste Threshold Program for Anti-Corruption (TPA). The TPA seeks to reduce corruption in Timor-Leste by strengthening institutions and organizations with mandates to promote government transparency and accountability, and by fostering integration and collaboration among these institutions/organizations.

The COP is the lead Casals employee in Timor-Leste and is responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity. S/he is responsible for setting the overall strategic direction and framework under which TPA activities and initiatives are implemented. The COP carries out his/her responsibilities with the client in a professional manner consistent with Casals corporate values. The COP is responsible for managing overall in-country relations with relevant U.S. government (USG) entities and host government institutions, as well as for ensuring Casals’ contractual compliance and overseeing all aspects of program implementation.

This position is a one-year assignment (january 2013 - January 2014).


The Chief of Party:

  • Ensures that TPA activities are coordinated among each other, with the Government of Timor-Leste, and other donors working in the sector. S/he leads TPA inputs in support of the national strategy to fight corruption, national sector coordination and policy dialogue.
  • Reviews and demonstrates knowledge about executed contract including its Federal Acquisition Regulation (FAR) and AID Acquisition Regulations (AIDAR) clauses and ensures all contract obligations are met.
  • Ensures client satisfaction, promoting Casals’ vision of technical excellence; responsiveness to the client; and flexibility and innovation.
  • Directs program start-up activities such as office set-up, preparation and finalization of program work plan and budget for base (and options years) as well as the M&E plan.
  • Oversees program close-out activities, including preparation of the final report.
  • Provides technical and administrative direction to ensure the program is managed according to the contract, approved work plan, and work plan budget.
  • Reviews all deliverables to ensure responsiveness to client requirements, quality and timeliness of submission.
  • Ensures issuance of a country-appropriate and up-to-date Casals Field Manual and complies with all Casals policies and procedures, including those detailed in the Casals Field Manual as related to field based programs and program administration, hiring of field staff, sub-contractors and consultants, ensuring all relevant in-country laws are adhered to.
  • Coordinates closely and communicates regularly with Casals Home Office personnel on technical, contractual, and business development matters, working to ensure that any problem or potential problem is brought to the attention of the Home Office in a timely fashion.
  • Promotes effective and efficient management of in-country staff, ensuring they are informed about corporate and program matters, particularly each person’s role(s) and responsibilities.
  • Supervises and evaluates all field staff, consultants and sub-contractors, ensuring on-going compliance with job requirements and specifications, working to build an effective, cohesive team to meet program objectives; ensures subcontractor work is monitored, reviewed and held to highest quality standards as well as the established schedule; ensures that formal evaluations of sub-contractors and consultants are provided to Casals Home Office in a timely fashion.
  • Maintains excellent relationships with local partners and stakeholders.
  • Ensures documentation of program activities such as success stories and, if applicable, grants (using Casals’ Grant Management System).


Interact with, among others, USAID, host-country government institutions, private sector entities, civil society partners and members of the press, as well as senior US Mission/Embassy functionaries, and other international donors and implementing partners.


  • Technical expertise in corruption prevention and corporate governance are strongly desired.
  • Knowledge of relevant federal regulations and procedures is preferred.
  • Knowledge and work experience in post-conflict countries is preferred.
  • Familiar with standard business IT applications.
  • Able to recruit and supervise short-term US, third country and local experts for evaluations, monitoring, with excellent development analysis and communications skills, and be able to represent the Contractor in meetings with senior Mission, Embassy, Host Country government officials.
  • Should have excellent reporting, writing and presentation skills.
  • Able to interact effectively with Mission, Embassy and Host Country Government officials.
  • Knowledge and work experience in post-conflict countries is preferred.


  • At least 10 years of experience managing or implementing anti-corruption activities.
  • Experience in communicating anti-corruption efforts to the public and civil society.
  • Experience supervising complex and challenging field operations in closed societies, conflict environments, fragile or transitional countries, and/ or war-torn societies.
  • Experience working in Timor-Leste is highly desirable.
  • Bachelor’s degree in associated discipline; Master’s Degree preferred.


Must be willing to live in Dili, Timor-Leste and travel if necessary throughout the country or region.
