The primary responsibility of the Technical Advisor II (TA II) for Child Protection and Alternative Care is to support CRS’ efforts serving vulnerable children who are living in residential care to return to safe, nurturing families or to prevent children at risk from entering residential care. The TA II will support technical excellence through contributions made to proposals, publications, trainings, development of guidelines and tools, and support of strategic initiatives focused on child protection and alternative care. As a member of the Social Services Unit the TA II will provide technical assistance to the agency, CRS regional offices and CRS country programs to build the capacity of staff and partners as well as to promote growth in the areas of child protection and alternative care. The interdisciplinary nature of child protection and alternative care programming will require that the TA II liaise closely with technical advisors from social services as well as other sectors to ensure seamless quality programming as well as liaise with relevant Changing the Way We Care, 4Children and Orphan and Vulnerable Children project staff. The TA II will also manage a centrally-funded initiative supporting three countries which will include budget management and activity tracking and reporting. Finally, the TA II may be asked to represent or support CRS participation in technical forums such as professional conferences.
1 Promote agency growth in programming focused on vulnerable children living in residential care or at risk of entering residential care.
* Review country-level project idea notes, concept papers and proposals; provide technical assistance on proposal development as needed.
* Liaise with the Project Support and Institutional Donor Engagement Department to ensure seamless and comprehensive support to country programs and regions as concerns growth opportunities.
* Provide technical support to and liaise with CRS’ Changing the Way We Care initiative funded by the MacArthur Foundation and other donors.
* Provide technical support and liaise with 4Children and other OVC project staff as needed.
2. Promote sound and evidence-based practices and support learning and research.
* Stay abreast of state-of-the-art developments in quality and innovations related to alternative care programming (with a focus on children in residential care and the transition to family care) and share relevant information as appropriate.
* Contribute to the identification, collection and dissemination of alternative care programming approaches and technical information, tools, resources and training materials for the field; maintain resource library of these resources.
* Document and share sound practices and lessons learned from CRS projects with CRS regions and relevant communities of practice.
* Support development of tools to support CRS’ and partners’ efforts in child protection and alternative care.
* Identify and contribute to learning and research initiatives related to child protection and alternative care.
3. Backstop country-level child protection and alternative care project implementation.
* Support implementation of CRS country-level residential care initiatives in Zambia, Haiti, India, Burkina Faso and/or elsewhere as efforts evolve.
* Manage and oversee multi-country budget and activities focused on deinstitutionalization (e.g., track budget spending, request and manage quarterly progress reports, prepare year-end report, conduct regular check-in meetings to address issues and identify needs for technical assistance).
* Liaise with country program, US Operations, Overseas Operations, Marketing and Communications, Institutional Donor Engagement and Advancement staff as needed.
* Support the monitoring, evaluation, accountability and learning (MEAL) and operations research efforts of country-led residential care projects in collaboration with MEAL technical advisors.
4. Support agency strategic priorities and influence agenda.
* Contribute to agency strategic planning and priority activities.
* Support roll-out of agency policy on engagement with residential care for children.
* Support implementation of the agency’s Integral Human Development Framework, particularly as it relates to child protection and alternative care.
* Support hiring processes of child protection staff or consultants as needed.
* Represent CRS in relevant forums related to child protection and alternative care.
* Contribute to advocacy efforts related to child protection and alternative care.
Key Working Relationships:
Program Impact and Quality Assurance Department, Foundations and Corporate Engagement team, Advocacy, Institutional Donor Engagement and Advancement, Country Program and Regional Office staff, US Operations and other relevant departments in headquarters as necessary.
Vulnerable children and child protection networks, CRS partner organizations, donors, United Nations agencies and other international development organizations.
Typical Background, Experience & Requirements:
Education and Experience
1 Master’s degree in social work, public health, international affairs, social sciences or related field. Applicants with PhD’s or equivalent post graduate degrees or those with significant specialized experience in this sector may be considered for a Sr. Technical Advisor.
2 At least 5 years post graduate experience in project management, in country or remotely.
3 Field experience supporting child protection and alternative care programs in developing country settings.
4 Knowledgeable of residential/alternative care programming networks and resources both within and outside CRS.
5 Demonstrated experience in pre-positioning for funding opportunities, project design and proposal development.
6 Understanding of principles, theories, concepts and techniques in programming for children in residential care or at risk of entering residential care, alternative care, factors influencing residential care (e.g., US and European donor funding).
7 Ability to introduce new concepts/ideas and develop tools and procedures that support high quality programming in the field.
8 Familiarity with communications and knowledge sharing technologies and practices.
9 Familiarity with quantitative and qualitative data collection and analysis processes; monitoring, evaluation, accountability and learning (MEAL).
* Proactive, resourceful and results-oriented.

* Ability to interpret the findings of qualitative and quantitative research.
* Excellent oral and written communication skills.
* Excellent computer skills, specifically in MS Word, Excel and PowerPoint.

Required/Desired Foreign Language
* Fluency in English required.
* Proficiency in French or Spanish preferred.
* Ability to travel internationally up to 30% of the time.
