U.S. - Peru Child Protection Compact Partnership Baseline Assessment

The U.S. - Peru Child Protection Compact Partnership (CPC) was signed on June 15, 2017, in Lima. This four-year plan is aimed at bolstering current efforts of the Government of Peru (GoP) and Peruvian civil society to effectively prosecute and convict child traffickers, to provide comprehensive, trauma-informed care for child victims of these crimes, and to prevent child trafficking from occurring. The Peruvian Permanent Multisectoral Commission Against Trafficking in Persons and Smuggling of Migrants (Multisectoral Commission) led the development of the partnership in negotiation with the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office).
The TIP Office has contracted EnCompass, through its partner Social Impact, to conduct a mixed methods evaluation of the CPC Partnership. In support of this, using qualitative interviews with key stakeholders and review of law enforcement records, Social Impact will complete a baseline assessment with the objective of providing The TIP Office and the GoP information on the Peruvian government’s current response to child trafficking in Metropolitan Lima, the region of Loreto, and the region of Cusco while considering activities and data related to prosecution, protection, prevention, and interagency coordination. This assessment will also consider three fundamental anti-trafficking strategies: prosecution, protection and prevention, along with coordination of efforts. Ultimately, the TIP Office would like the data obtained from this first baseline assessment to enable them to measure CPC Partnership implementation progress in the three target regions, and to help plan interventions.
Working under the evaluation Team Leader, the Specialist will provide essential child protection/TIP, legal/criminal justice, and social services/welfare expertise (including in the local Peruvian context) to assist with the design of data collection instruments, interview targets, and result interpretation. The Specialist will conduct qualitative interviews with stakeholders at all levels, including law enforcement, government officials, implementing partner (IP) staff, and others. S/he will contribute to data analysis and report writing as directed by the Team Leader.
This assignment will require approximately 40 days of work, including three to four weeks of data collection in various cities across the country. Data collection is expected to begin in the month of July, though dates are not yet final and subject to change.
Duties and Responsibilities:
- Participate in the development of research tools, data collection, analysis and reporting;
- Participate in evaluation methods training and planning sessions prior to fieldwork;
- Conduct qualitative data collection, such as interviews with key stakeholders;
- Provide logistical planning and guidance as needed to schedule key interviews;
- Assist with background research to support the evaluation;
- Contribute to preliminary data analysis and note synthesis. Data will be in the form of qualitative notes, transcripts, and law enforcement/government records;
- Contribute to developing and drafting documents and reports;
- Present to, communicate, and interface with client, IP staff, and stakeholders.
- Master’s degree, with strong preference for degree relevant to law/criminal justice, social services/welfare, public policy, or other related field
- 7+ years of demonstrated experience practicing or conducting research in law/criminal justice, social services/welfare, public policy, or other related field
- Strong demonstrated familiarity with current Peruvian legal framework as well as judicial and law enforcement processes regarding child protection and TIP
- Fluency in English required, with any proficiency in Spanish and Quechua also preferred
- Demonstrated high level of report writing skills in English
