Abt Associates will be implementing PEPFAR-funded USAID/Namibia’s Scaling up Access for Expanded Voluntary Medical Male Circumcision Services (SAFE) Activity, a five-year, $33 million project to increase access to and uptake of quality voluntary medical male circumcision (VMMC) services across Namibia. Under the project, Abt and its partners will support the Namibian Ministry of Health and Social Services in reaching its goal of providing the comprehensive VMMC service package to an estimated 250,000 boys and men as part of the country’s overall strategy to sustain HIV epidemic control.

Job Summary

The Communication & Knowledge Manager will work on SAFE project to support the communication and research needs of the project. The HC & KM will design and implement programs, processes and approaches that facilitate and promote the transfer and effective use of information and knowledge across the organization in support of strategic business objectives.

Key Roles and Responsibilities

  • Provides technical guidance and oversight for strategic health communication including the production of a cohesive communications strategy that supports the goals and objectives of Abt and its partners.

  • Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of materials and communication message strategies.
  • Build the capacity of local implementing partners to implement quality and successful communication work.
  • Develop comprehensive communication tools (including posters, job aids etc.), using evidence-based theories and methodologies.
  • Manage the work of any firms, advertising agencies, public relations experts, production vendors, community mobilizers engaged by the project on communication tools and activities.
  • In collaboration with the ME&L coordinator develop, maintain, and follow the indicators set in the workplan for communication and demand creation activities.
  • Work with M&E Advisor to monitor and evaluate the progress and impact of communication activities.
  • Act as the Communication POC for the project
  • Contribute to regular quarterly and annual reports to the client.
  • Enable and facilitate knowledge sharing approaches (e.g., communities of practice, facilitated transfer of best practices, lessons learned, common knowledge flow processes, and collaborative tools)
  • Monitor project activities to identify and capture achievements and knowledge (lessons learned, best practices, and success stories, etc.)
  • Develop and execute the dissemination strategy for publications and tools, including writing stories for the website, writing success stories, creating content for social media, and managing alerts
  • Coordinate the development and distribution of communications to internal employees, clients and partners. In the case of external publications, identifying and managing distribution lists to ensure exposure to appropriate audience members.
  • Lead communication/outreach activities as needed, including event planning and management, publicity, engaging with stakeholders on traditional and social media (including webinars).
  • Keep abreast with new information and knowledge in the program areas and disseminate to partners and stakeholder.
  • Performs other related duties as directed
  • Serve as resource and provide assistance to staff in the use of internal and external resources, tools and compliance-related procedures; conduct research as needed to meet user information needs and support project work
  • Support in country and technical staff with communications, branding, and communications requests
  • Support project events (includes planning, coordination, promotion and marketing, etc.), such as knowledge-sharing seminars held off-site and conferences, as needed
  • Other duties as assigned.

Preferred Qualifications

  • Masters degree in Public health or Communication or simliar relevant field preferred
  • 6-8 years of experience OR the equivalent combination of education and experience
  • Execellent verbal and written communication skills
  • 2-4 years experience in HIV-prevention communication/health promotion


Minimum Qualifications

  • (6+) years of experience and a master degree OR the equivalent combination of education and experience.
