The purpose of Social & Scientific Systems, Inc.’s (SSS) Strategic Information Technical Support (SITES) project with USAID in Uganda is to facilitate, promote, and enhance evidence-based programming and reporting in Uganda’s health system, particularly its response to the HIV/AIDS epidemic. SITES provides technical, management, and logistical support to achieve two broad objectives:
- Implement and maintain a comprehensive PEPFAR program performance management and reporting system, and harmonize—and, where feasible, transition—parts of this USG-led function to national systems.
- Support the Government of Uganda’s national monitoring and evaluation systems for Health, HIV/AIDS, and OVC programming.
Communication of project activities plays a critical role in two ways: (i) effective communication with USAID and other stakeholders about project work and results; (ii) dissemination of project results and data to implementing partners and other providers, e.g. facilities in different districts.
The Communications Manager is responsible for the day to day communications and reporting activities in support of the USAID, Strategic Information Technical Support (SITES) project. He/she will work with the Chief of Party to develop a comprehensive communications strategy and implement the approved branding and marketing plan for this project. This candidate will participate in on-the-ground assessments, and when necessary, propose marketing and branding strategies aligned with the goals of the project. The Communication Manager will also coordinate with subject matter experts on this project to ensure that communications to the client are compelling and concise. Communications activities will include the production of fact sheets, case studies, success stories, branding and marketing, and other communication and outreach materials.
Develop and finalize the project’s communication strategy which includes communicating to both the client and outside stakeholders, a process for collecting and disseminating success stores, and a plan for follow-up reporting, such as presentations of the main results to USAID to ensure key points are understood by the client;
Develop effective strategies for communicating results, analyses, and actionable recommendations to implementing partners and healthcare facilities;
Create new structure for reports to ensure main points are effectively communicated to non-technical readers. This will include, but not be limited to a targeted Executive Summary and narrative clarity throughout a report;
Support project staff and partners to develop, edit, and finalize reports and other materials that are generated by SITES;
Create standardized PowerPoint presentation template;
Develop infographics and other innovative approaches to sharing information on SITES work in Uganda;
Assist in the capacity building of project staff to effectively manage and implement the communication strategy and work plan;
Prepare and send weekly, monthly and quarterly progress reports on the project’s communication activities using information gathered through collaboration with technical staff; and,
Regularly interact with the USAID (directly and indirectly) to ensure requirements and expectations are met generally in terms of the SITES’ communication activities.
Bachelor’s degree, preferably in Marketing, Communications, Journalism, or a PR-related discipline.
Minimum of eight (8) years or more of progressively responsible work experience in managing complex projects of similar size to the project outlined in this scope of work.
Fluent English speaker with excellent writing skills;
Demonstrated knowledge of and expertise in USAID branding requirements and guidelines;
Experience with photography, photo editing programs, videography, video editing, and digital communications platforms;
Experience with Photoshop, InDesign, and Publisher;
High degree of professionalism and organization with strong commitment to submission of deliverables in a timely manner;
Proven ability to design communication tools such as fact sheets and success stories; and,
Experience developing infographics.
