Position Description

Plan is seeking applicants for a Community Engagement and Local Partner Lead (CELP) for the anticipated USAID/Bangladesh Read to Learn Activity. The CELP Lead will be responsible for Plan International’s work in mobilization of parents, community actors and school leadership to support government goals in implementing reading activities. In order to achieve this objective, the CELP Lead will oversee the capacity building and training of local and provincial government representatives, NGOs, school officials and field-based Community Education Mobilizers around reading and community/parent engagement best practices. The CELP Lead will work directly with these key stakeholders to design community engagement strategies and develop tools to engage parents, community members, school leadership and teachers to support to primary school reading interventions. The CELP Lead would also be responsible for oversight of the operational activities around partnership with the local level bodies.

If awarded this position would be based in Dhaka, Bangladesh and have an anticipated start date of late 2018.

Responsibilities

  • Facilitate the design and implementation of the Community Engagement and Partnership Strategy for the program
  • Lead the development of the community engagement training manuals and technical assistance packages for training of local government and NGO staff on community based management structures for both in and out of school interventions and support
  • Oversee development of technical guidelines for working with NGOs, CBOs and community based structures
  • Lead community engagement training for partner organizations and key stakeholders
  • Develop a Parent and Community Advocacy Plan that introduces the use of Community Scorecards, in partnership with the SBCC Specialist
  • Facilitate and lead use of community-based strategies to promote after-school activities where reading instruction is supported with the help of community members;
  • Facilitate identification and provide technical support for low cost methods to involve local/community authors and illustrators to develop supplementary reading materials for students at home and school \
  • Oversee, where needed, the operational requirements of the Local Partners

Minimum Qualifications:

  • Master’s Degree or equivalent in education, social work, community development, or related field
  • At least 5 years of experience providing community mobilization direction and capacity building for improved educational outcomes; preferably on donor-funded programs
  • Experience mobilizing parent support to students’ acquisition of reading skills, in particular students enrolled in early grades of primary education.
  • Experience developing training materials for communities in support of primary school reading activities, especially in the assessment of reading skills, and social behavior change communication.
  • Ability to interact and build performing relationships with stakeholders especially with school management committees, district councils, organizations, departments and institutions that complement the acquisition of reading skills at school and community level
  • Computer skills and mastery of Microsoft Office suite, especially Word, Excel and Power Point presentation
  • Fluency in English. Fluency in Bangla strongly preferred.
