Background Information

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID). A consortium led by Crown Agents and including Montrose is responsible for managing and implementing HPF

HPF3 merges two previous health programmes - Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

HPF supports services in eight state hubs of South Sudan formerly known as: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes.

The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality), and has the following three principal outcomes:

  • Improved health and nutrition services for the population, especially women and children;
  • Improved community engagement and accountability of health services;
  • Stabilisation of local health systems.

To attain these outcomes, the HPF3 team is responsible for:

  • Effective programme management, including robust risk management;
  • Ensuring continuity of and support to service delivery, with a focus on improving quality;
  • Specialist technical assistance covering health service delivery, community engagement, nutrition, health planning, information and HRH.
  • Procurement and supply chain management of essential medical commodities
  • Management of the Implementing Partner fund
  • Management of fiduciary risk associated with use of donor funds;
Position Summary

The Community Engagement Specialist will play critical role in leading the community health system program. He/she will provide technical support to increase the utilisation and quality of health services, with emphasis on maternal and child health / BHI /Family planning and Nutrition services, scale up health promotion and protection interventions so as to empower communities to take charge of their health and strengthen institutional functioning, including governance and health system effectiveness, efficiency and equity.

Responsibilities
  • Work in liaison with the NMOH in developing community engagement strategy
  • Work with MEAL team to develop community engagement indicators for IPs
  • Support IPs in developing a uniform approach to community engagement activities.
  • Capacity building of implementing partners through continuous mentorships
  • Improve community participation and input, in health planning and implementation at State and county Levels
  • Develop tools for the IPs to support in implementing and monitoring community interventions.
  • Strengthen institutional capacity of relevant departments at State and County levels to support Community Empowerment
  • Strengthen Health Promotion and Communication for Social Change
  • Support the expansion and institutionalization of the Boma Health Initiative including the treatment of common morbidities at community level
  • Support IPs and CHDs on EmONC roll-out activities at community level.
  • Monitor and quality control the community level IP training courses.
  • Facilitate regular sharing and documentation of good practices across IPs and other development partners
  • Participation in County Review Planning workshops which includes state representatives, county health department staff, IPs and other health partners.
  • Contribute to school health activities and provide feedback on potential improvement areas.
  • Conduct experience sharing forums for implementing partners to share lessons and best practices in their programs.
  • Engage MOH through the technical working groups to ensure key policy frameworks and strategies take into account the needs of the women, girls and excluded groups.
  • Support integration of community engagement activities in other program areas such as GESI.
  • Work with the HPF M&E team to support IPs in effectively monitoring and reporting on community interventions. This includes both quantitative and qualitative data generation. Review and provide feedback in the IP quarterly progress reports.
  • Regularly review achievements of community engagement indicators against log-frame targets.
  • Work closely with MEAL, and Operations Research manager to identify areas in community engagement that require further study and analysis
  • Work closely with the other health stabilization team members; nutrition, MNCH, WASH, family planning, and GESI specialists.
  • Supervise the implementation of HPF activities in the allocated Lots.
  • Any other tasks or responsibilities based on organizational or programming needs as assigned by the line manager
Requirements
  • At least a postgraduate degree in Social Studies or in any other relevant discipline;
  • Minimum of 8 years’ experience in the design, implementation and monitoring of gender-sensitive community engagement interventions to address social exclusion including gender in the region, and including at least five years in development cooperation projects;
  • Demonstrable technical expertise and working knowledge of health sector and community engagement preferably in a conflict or post-conflict environment in Africa
  • Proven track record of technical input in the area of gender mainstreaming in health, community development programs including participatory and innovative methodologies.
  • Ability to lead but also work well with diverse team members, NGOs and government and other stakeholders
  • Willingness to work in hard to reach areas and travel to health facilities
  • Excellent analytical and reporting skills
  • Excellent command of written and spoken English
Desirable:
  • Previous working experience in Community engagement in South Sudan or other fragile states
  • Understanding of gender and social inclusion issues in the South Sudan context and innovative approaches to community participation and facilitation
  • Experience working with Non-Governmental Organizations
