Job Profile for Contracts and Grants Manager Consultant

Scope of Work

· Review solicitations, including Requests for Proposals (RFPs) and Requests for Applications (RFAs), and other similar documents, interpreting budget / cost proposal and compliance requirements.

· Review award drafts and identify points for negotiation in order to address gaps in current processes, proposing revisions to terms and condition, and other ways to mitigate risk.

· Review subrecipient/subcontractor budgets for cost allowability, reasonableness and realism in relation to proposed scopes of work and share feedback with Pricing Manager, Proposal Manager and/or subs, as appropriate.

· Participate in review of NICRA equivalents and overhead/administrative costs with local subs, as necessary.

· Provide input to the proposal cost strategy, such as establishing partner budget ceilings and budget structure.

· Conduct pre-award surveys of subrecipients in coordination with Contracts, Grants & Procurement (CGP) Managers, Business Development, and Pricing as applicable. Interpret assessments, and propose special terms and conditions as needed.

· Work with local partners and Pricing Manager to determine NICRA equivalents and overhead/ administrative costs, when necessary.

· Ensure named contractors under assistance applications are competitively bid, or noncompetition is disclosed in the budget narrative, in accordance with IntraHealth’s procurement procedures.

· Review cost share plan for allowability, and narrative developed by the Program Team. Work collaboratively to finalize plan.

Requirements:

· Master’s degree in Business Administration, Finance, or related field and at least 8 years of relevant work experience or a Bachelor’s degree and at least 12 years of relevant work experience

· Knowledge of USAID and other Federal programs fiscal and compliance requirements, principles, and practices.

· Understanding and interpretation of OMB, CFR, and FAR cost principles.

· Non-USG private and multi-lateral funder experience preferred

· Demonstrated experience leading and communicating as part of a cross-functional team who represents a wide range of interests and needs

· In-depth knowledge of the FAR and clear understanding of the differences between contracts and cooperative agreements and their requirements and terms and conditions

· Comfortable with a team approach to management

· Demonstrated ability to conduct effectively several major activities simultaneously

· Excellent time management skills

· Ability to exercise independent judgment, and work both independently and with team members

· Use various software applications, such as SharePoint, relational databases, statistical packages, and graphic packages to assemble, manipulate, format data and/or reports to support the costs proposal process and collection of costs inputs.

Job Profile for Pricing Manager II Consultant

Scope of Work

· Serve as the pricing lead and budget manager for the budget development process, providing oversight and instruction to members of the costs team to meet internal deadlines and submit cost competitive proposals

· Perform budget analysis and scenario budgeting

· Ensure all project cost activities comply with both internal policies and client/donor requirements and are reviewed for cost realism and accuracy.

· Ensure the effort to gather base costing information to develop a cohesive budget, and collect local partner budgets and cost supporting documents

· Review cost share plan and narrative developed by the Program Team and work collaboratively to finalize plan

· Coordinate internal communication, reviews and approvals within the CGP department to ensure cost proposal meets donor requirements, is responsive to RFA/P, follows internal protocols and meets internal deadlines

· Work with the Director to obtain approval from VP of Finance and Administration for the proposed cost share, fee, mark-up and discounts to be included in the cost proposals and to be allowed in partner budgets

· Lead budget review meetings for assigned bids with a proactive approach in identifying gaps, financial risks and identify solutions

Requirements:

· Master’s degree in Business Administration, Finance, or related field and at least 8 years of relevant work experience or a Bachelor’s degree and at least 12 years of relevant work experience

· Experience leading the budget development of cost proposals required

· Knowledge of USAID and other Federal programs fiscal and compliance requirements, principles, and practices.

· Six years of progressively responsible financial analysis and pricing experience preferred

· Demonstrated problem solving skills related to budget development and costs estimates

Scope of Work

· Participate in technical strategy sessions to understand outline and purpose of the proposal and its approaches

· Conduct background research to identify data sources (qualitative and quantitative) that will inform the design of the interventions and approaches

· Present data identified and respond to requests from the technical team for other types of data

· Lead the development of a logical framework/conceptual framework

· Interview job candidates for MEL positions

· Design innovative data collection systems that are realistic in each proposal’s context, preferably digital and real-time solutions

· With the technical team, identify data needs beyond standard reporting (e.g., assessments, evaluations, implementation research, learning questions)

· Write MEL portion of the proposal, including identifying indicators (standard and custom) and work with the technical team to develop targets for the life of the project

· Participate in technical strategy sessions to understand outline and purpose of the proposal and its approaches

· Conduct background research to identify local labor laws, standard benefits, and salary scale

· Have an intake meeting with the hiring manager to discuss specific hiring needs, including reviewing job descriptions

· Post job profiles drafted by Hiring Managers on the IntraHealth website, LinkedIn, and Devex. Identify other resources for posting and post there.

· Review applicants to all positions and disposition accordingly

· Source additional stellar candidates directly by conducting targeted searches on the internet, networking with industry contacts, and cold-calling/emailing prospective candidates

· Phone screen top candidates for a thorough understanding of their qualifications and skills, fit for the position, strengths and weaknesses, salary, and availability.

· Present a written report of the best qualified candidates to the Hiring Managers. Include candidate’s resume, biodata, names of references, and detailed notes from the phone screen, along with recommendations about next steps. Hiring Managers will decide who to interview.

· Schedule interviews with those candidates the Hiring Managers identify.

· Conduct reference checks for final candidates.

· Turn information over to IntraHealth HR for final negotiation and offer.

Requirements:

· Bachelor’s Degree and 6 years of experience or Master’s Degree and 4 years’ experience, including progressive work experience in the areas of talent acquisition/recruitment in the international development industry

· Full-cycle recruitment, including candidate sourcing, networking, resume screening, phone screening, and submitting findings to hiring managers.

· Knowledge and experience in recruiting during the proposal process, during project implementation, and for HQ positions

· Domain expertise in recruiting in the international development sector, particularly for international health activities.

· Familiarity with staffing requirements of IntraHealth’s key donors, including USAID, DFID, PEPFAR, CDC, and Gates Foundation

· Expertise in recruiting for project director and executive-level positions, especially Chiefs of Party

· Access to an extensive personal network of international development/health professionals.

· Ability to exercise discretion and sensitivity in handling confidential information.

· Strong communication skills (written and spoken) required. Fluent English language skills are required; fluency in a second language strongly preferred (helpful languages French, Swahili, Spanish, Russian, Arabic)

Scopes of Work

Interested consultants with expertise developing, editing, and reviewing global health applications and proposals should submit a CV or 1-2 company capability statement and daily rate. Please specify which scope(s) of work the consultant is applying for:

A. Proposal Writing

• Participate in technical strategy sessions and other proposal meetings.

• Develop technical narrative outlines and draft the background section, detailed technical approach and other select proposal sections in response to RFAs and RFPs from the US Government and other donors.

• Review partner technical writing contributions and other proposal components for responsiveness to RFA/RFP and alignment with technical strategy.

• Integrate partner and staff technical writing contributions into the Technical Application.

• Collect information on key client influencers/decision-makers and develop contact plan and key messaging themes

• Review win strategy, technical approach, and teaming strategy.

• Assist IntraHealth as an advisor during development of Request for Information (RFI) responses and questions to the US Government.

• Contribute to the Technical Volumes, including Performance Work Statements and Work Plans

• Provide revised proposal narratives and update select proposal sections and section structure where necessary

• Facilitate Black Hat reviews of proposal drafts based on specific requirements in the RFP and provide written, actionable feedback to help IntraHealth better understand and deliver what the US Government wants to acquire through relevant contracts
