Consultant for establishing a system to operationalize WASH and IWRM funds in Benin

Duty station: Benin

Establishment of a system to operationalizing NGOs/ PSOs WASH and IWRM fund of
OmiDelta program


SNV is seeking a consultant/expert who will support in the establishment of a system to operationalizing NGOs and PSOs WASH and IWRM fund of OmiDelta Program. The mechanism will be developed taking into account the existing SNV Grant Management Manual elaborated in June 2016 and the donor specific requirements related to the grant allocation in the objective to provide to SNV financial and administrative tools for managing the WASH and IWRM funds. This may include among others,

  1. objectives of the funds,
  2. information regarding proposal requirements and all instructions for the preparation and submission of required proposal content
  3. country background
  4. OmiDelta program goals and principles
  5. programmatic context, opportunities and constraints
  6. specific information on the activities and or geographical location
  7. award information
  8. eligibility criteria of funds, and of costs,
  9. channels for application and receipt of funds,
  10. submission and application information,
  11. application review information
  12. selection process
  13. ethics and integrity;
  14. compliance with law, book keeping accountability, transparency requirements, etc.

The consultant /expert will work in close collaboration with the OmiDelta project team in Benin.

Period: 23 January to 28 February 2017

1. Background:

SNV is a not-for-profit international development organisation. Founded in the Netherlands 50 years ago, has built a long-term, local presence in 38 of the poorest countries in Asia, Africa and Latin America. SNV is present in Benin since 1970.

A team of local and international advisors works with local partners to equip communities, businesses and organizations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.

SNV Benin disposes of adequate workforce, procedures and tools for financial management, proving the capability of SNV Benin to manage the fund as requested in the EKN decision awarding the OmiDelta fund.

2. Objective:

The objective of the assignment is to provide the WASH and IWRM fund operationalizing document (in English or in French) necessary to manage the NGOs and PSOs funds.

3. Tasks:

  • Conduct extensive assessment of the proposal document, the EKN decision to award the grant: reading of the SNV Grant Management Manual, meeting with the project team (in Benin and through Skype),
  • Highlight and check the compliance of SNV Grant Management Manual with the EKN requirements,
  • Providing a draft of the document of a system to operationalizing NGOs and PSOs WASH and IWRM fund including the elements mentioned above in the abstract,
  • Working with the OmiDelta project team (field visit and at distance) to come up with a draft and a final version of the guidelines and
  • Providing final vetted guideline document and attachments after receiving the feedback from SNV
  • Being available for any last adjustments (if needed).

4. Qualifications

  • Proof of at least ten years in the field of financial structuring and engineering, tool development, risk assessment and analysis, public private partnership development, advice on the financial modalities of finance for water (or similar) programs, finance modelling;
  • Fund management, compliance procedures
  • Excellent analytical skills and strong design / drafting (and finalizing) skills
  • Experience in writing of a grant procedures manual, specifically in the management of EKN (or similar) projects
  • Excellent written and spoken English and/or French
  • Experience in Benin will be considered an asset.

5. Timeframe

The guidelines will be developed over the period Mid-January to end January 2017.

  • 9-18 January: Publication of consultancy by SNV
  • 18 January: Deadline of submitting technical and financial proposals to SNV
  • 19-20 January: Selection of consultant by SNV
  • 23 January – 31 January: consultancy: reading, consultation of project team, writing
  • 10 February: Deadline of submitting draft of document to SNV
  • 13-17 February: Comments on draft of the document by SNV
  • 20-24 February: Finalizing the document, including comments
  • 24 February: Deadline submitting final document to SNV
  • 27-28 February: Approval final document by SNV

Additional Information

The Omidelta Program:

The Government of the Netherlands through its Embassy in Cotonou has provided technical and financial support to the water sector in Benin since 2004. The various programs have sought to acquire expertise for the sectoral approach of the sector Water, Decentralization / Deconcentrating, and alignment with Benin's laws, policies and procedures to ensure greater ownership and sustainability of results. A five-year program was launched in 2007 to support the water and sanitation sector (PPEA), and later on PPEA-II, which however was stopped in 2015 because of a corruption issue. The Embassy of the Kingdom of the Netherlands (EKN) proposes a new water and sanitation program for a period of four years, with a budget of about € 18 million per year from 2017. (1) This program plans to develop a government support window for financing communities and other structures of the state through the Caisse Autonome de l’Amortissement (CAA). (2) At the same time, a fund manager will engage and finance non-state actors in the implementation of the WASH and IWRM programs. (3) The technical assistance component will support target groups (public and private) that receive funding through one of the above 2 windows.

1. The (A) WASH and (B) IWRM funds at the CAA are coordinated by a coordination unit (e.g. preparation of budget proposals) and approved by the Senior Technical Adviser

2. The funds of (A) WASH and (B) IWRM are managed directly by the fund manager.

3. Separate EKN funding for technical assistance

Two groups of organizations are considered to implement projects through the WASH component: local parties (NGOs and PSOs) for the implementation of small projects with contract values of EUR 50,000 to EUR 75,000 for 1 year. The second group will consist of international NGOs or strong national NGOs for the implementation of major projects up to 1.5 million EUR and implemented over a longer period of at least 2 years. For both groups of organizations, due diligence will be carried out and these organizations will follow the formal bidding process.

IWRM-related projects are of a more complex nature and it is expected that international organizations will show interest in developing and implementing projects. The contractual values of these projects are expected to be between 1 million and 2 million EUR and have a longer duration (> 2 years). For this group of organizations, due diligence will be carried out and these organizations will follow the formal bidding process. SNV is selected to be the fund manager agency for the WASH and IWRM component

Role of the Fund Manager Agency

The fund manager will focus on selecting capable executing parties and well-formulated projects. The role of the fund manager will be to oversee the implementation agencies through supervision, evaluation and verification. In addition, the fund manager will be involved in all stages of project development, starting with the feasibility of the project until the preparation of the post-implementation, ensuring 'value for money'.

In this way, the projects will be financially viable. In addition, through increased participation, the fund manager will be able to provide administrative and financial advice that will smoothen the implementation of the project. Technical Assistance under the WASH and IWRM components will be provided to the implementing organizations, on request, through a separate Technical Assistance window led by EKN. Fund management will remain in close contact with the TA function to ensure that actors funded through the program benefit, if necessary, of technical assistance.
