Monitoring, Evaluation and Learning Officer - Australia
Purpose of the Job
To support OPM Australia’s development of its expertise and portfolio of work in the Asia-Pacific international development markets. This will include:
- Working with OPM Australia’s Country Manager and Senior Programme Manager, and OPM’s MEL Teams leads to develop OPM’s portfolio of MEL work in the region;
- Assist in building and managing strategic relationships and networks with key donors in the region, including M&E specific panels;
- Providing technical MEL inputs into OPM’s programmes in the region and globally as required;
- In line with the Australia country strategy, pre-position for upcoming opportunities, including developing competitive expressions of interest and proposals for key donors (including DFAT) in the region;
- Expanding OPM’s strategic network of relevant regional technical independent consultants.
Responsibilities
The consultant will have responsibilities in three areas. These are aligned to the OPM Australia’s strategy. In performing these responsibilities, the consultant will be expected to spend the majority of their time (80-90%) focused on opportunities in the Asia-Pacific region, with the balance spent contributing to OPM’s global practice, where appropriate. The areas are:
Project Delivery – 55%
- Provide technical MEL oversight across projects implemented in the Asia-Pacific;
- Apply MEL technical knowledge and facilitative methods to on-going and new projects, particularly focused on the development and monitoring of MEL frameworks;
- Provide technical inputs into development of monitoring and evaluation TORs, methodologies, plans, and reports;
- Ensure that outputs are delivered on time and in accordance with OPM and client quality and report writing standards; and,
- Manage monitoring and evaluation consulting projects falling within the Asia-Pacific region.
Business Development – 35%
- Maintain and expand network of regional consultants to work on programmes;
- Cultivate and foster relationships with key experts and contacts in the technical field;
- Support the establishment of strong relationships with other organisations for potential collaboration on opportunities;
- Build and maintain strong collaborative, consultative and collegial working relationships with clients, including DFAT;
- Support OPM Australia’s profile-building activities in MEL;
- Track short and multi-year opportunities in-line with OPM’s Strategy and pipeline targets;
- Develop and maintain project references; and,
- Research and develop understanding of regional market.
OPM’s Technical Quality & Leadership – 10%
- Engage in OPM technical network learning events;
- Take a proactive approach to on- and off-job personal and career development by working on projects in other OPM portfolio areas, keeping abreast of latest developments within the Portfolio and taking opportunities to attend training events as appropriate;
- Develop strong and effective working relationships with OPM colleagues based in Australia and other OPM offices; and,
- Participate, through portfolio meetings and by other means, in the general development of the work of the MEL portfolio and the Company in general.
Job Requirements
- Minimum of 5 years work experience providing MEL services on international development programmes;
- Degree and/or post-graduate qualification in monitoring and evaluation;
- Familiarity with DFAT Monitoring and Evaluation Standards, with associated relevant work experience;
- Knowledge and understanding of MEL programme frameworks, particularly focused on large international development interventions;
- Ability to communicate effectively with colleagues and clients, both verbally and in writing;
- Exceptional research, written and oral communication skills, with high levels of attentiveness to diverse audiences;
- Proven ability to multi task, prioritise under pressure, and meet deadlines;
- Willingness to focus future work opportunities on the Pacific and South-East Asia; and,
- Willingness to work across different time zones.
