The Civil Society Strengthening Project (CCSS), funded by USAID and implemented by East-West Management Institute, Inc. (EWMI) seeks to increase the capability of Cambodian civil society to engage in democratic processes by representing citizen concerns. EWMI CCSS seeks to hire a consultant(s) to work with the program and its civil society partners to document and improve their efforts to promote gender equality and social inclusion. The consultancy will begin with a session at a reflection session with civil society partners in August, and continue with a gender and inclusion audit and action plan in subsequent months.
II. Scope of Work
A. Prepare for the consultancy with a desk review of recent materials produced by EWMI and its civil society partners. The materials will be provided by EWMI CCSS.
B. In consultation with EWMI CCSS, design session on promoting gender equality and social inclusion for partner reflection.
C. Facilitate session on gender and inclusion in partner reflection in Siem Reap.
D. In consultation with EWMI CCSS, design tool for auditing gender and inclusion practice of NGO partners.
E. Conduct audit of EWMI CCSS 12 NGO partners.
F. Present audit findings to 12 NGO partners and work with them to create action plans that address the findings.
G. Submit final report with recommendations on following up on the action plans to CCSS.
III. Timeline and reporting
The consultancy shall take place between August 1 and November 30, 2018. The consultant shall report to the CCSS Chief of Party.
• At least 8 years of experience working with civil society in Cambodia on programs involving public participation
• Demonstrated experience in analyzing and developing practical approaches to address gender and inclusion issues in Cambodia
• University degree in development studies, gender studies, political science, law or related field
• Excellent communication skills, including listening skills
• Superior writing skills
• Strong problem-solving skills
• Fluency in Khmer and English
• Cambodian nationality or International
