Position Title: Short-Term Consultant, SME Assessment Specialist


LOCATION: Dushanbe, Tajikistan

LENGTH: 21 days, July 23 – August 15


The USAID/Central Asia-funded Tajikistan Agribusiness Competitiveness Activity (TACA) will generate economic growth that will create on- and off-farm jobs, increase incomes, promote stability, and enhance competitiveness of dairy and horticultural sub-sectors. TACA will identify promising technologies and models that can be replicated or adapted to enable diversification into higher-value and added-value commodities. The project with strengthen domestic and international linkages between market actors and increase awareness and access to information and promote adoption of innovative technologies and services. TACA will then leverage investment and create linkages to forge strong partnerships to catalyze systemic change in the agribusiness sector.

Objective of the Assignment:

TACA is currently in start-up with multiple foundational deliverables due in the first quarter, including the SME/Market Assessment. TACA seeks to conduct a market opportunity mapping exercise that will assess SMEs’ production processes and equipment usage to identify productivity gaps that could be remedied with improved technologies and practices, and enable diversification to market-determined higher-value and value-added products. The consultant will draw on existing studies and conduct in-country research, interviewing SMEs and other market actors in their supply/production chain, and surveying innovations available locally, regionally, and internationally, resulting in an innovation inventory. The consultant will meet with relevant stakeholders including TACA staff, SMEs and other agribusinesses, other projects, etc. to gather information. Based on data collected, the consultant will write the SME/Market Assessment describing current SME processes and equipment, identifying gaps, and presenting solutions/recommendations, including an innovation inventory.

Activities and tasks:

  • Conduct desk research on SME capacity and available innovations;
  • Conduct interviews with TACA stakeholders to gather information/data;
  • Review TACA background documents;
  • Analyze information collected to identify gaps and solutions.


  • One complete draft of the SME/Market Assessment, including an innovation inventory.


  • Master’s degree or Bachelor’s degree and 10+ years of experience
  • 5+ years’ conducting market assessments
  • Experience in the agriculture sector desired
  • Familiarity/experience in Central Asia, preferably Tajikistan
  • Familiarity with USAID-funded programs preferred
  • Excellent writing and verbal communication skills
  • Fluency in Russian desired
