Job Description

DAI invites interested parties to submit an application to provide services to develop and present a series of private capital market education workshops for the Enterpise Partners (EP) programme (please read below for further details).

Objective of the Programme

DAI Europe, together with its consortium partners First Consult; Enclude; and ITAD, is managing the DFID funded Enterprise Partners (EP) and Women’s Entrepreneurship Development Programme (WEDP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over the next 6 years.

EP is utilising a Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.

The EP pillars are:

  • The Finance Group (FG) is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.
  • The Agro-Industrial Group (AIG) is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.

Scope of Work

The private capital market in Ethiopia is made up of the private equity market as well as the private debt market. The private equity market is predominately led by external capital providers, capital sourced from institutional investors and professional money managers including development financial institutions, private equity firms, impact investors and family offices. On the other hand, the private debt market is predominately led by development institutions, domestic banks, and Micro Finance Institutions (MFIs).

As part of strategic initiative, EP is looking to implement a comprehensive education plan to inform business owners of the private capital market. EP is seeking a service provider to develop and present a series of workshops for the private sector on various topics. The workshop module (category) includes: (1) equity capital; (2) debt capital; (3) financial intermediary; (4) women entrepreneurship. With each category, the topic ranges from basic to more complex session design to:

  1. Inform business owners the availability of private capital both equity and debt, highlighting the importance of equity capital as a source of strategic growth capital to expand businesses of the local enterprises and ensure competitiveness.
  2. Educate the private sector about the role of financial intermediary to ensure not only a match is made between seller and buyer, but the seller is well informed and prepared for this private transaction; and
  3. Provide financial tools measurements in evaluating firm performance in an effort to raise private capital.

EP is seeking proposals from qualified financial industry practitioners (firms) who specialize in providing independent, unbiased capital market education to the private sector of Ethiopia. To be considered responsive to this RFP, firms must have qualifications and experience in providing finance education either in Ethiopia or elsewhere in emerging markets (details provided in Section V, Part A) to successfully perform the required services described herein. It is EP’s intention to award a contract to one selected Proposer for a term of one (1) year. If the proposing entity submits alternatives and/or substitutions to the terms and conditions, EP reserves the right to determine if the alternatives/substitutions are acceptable. The selected Proposer must successfully pass three levels of review:

  1. Level I - responsiveness to the RFP requirements,
  2. Level II - evaluation of the Proposer’s proposed plan, and
  3. Level III - evaluation of the compensation for providing the required services.

Services to be Provided

The successful Proposer shall develop and present a series of private capital market education workshops through adherence to the guidelines below (further details will be provided to interested parties – see application process below). The Proposer shall:

  1. Review all previous programs specifically available for the purpose of becoming adequately familiar with subject matter of four modules (Appendix B) to develop and deliver a comprehensive capital market education workshop program customized specifically for the private sector of Ethiopia, in combination with general financial instruments available.
  2. Develop (through third party or internally) three (3) instruction modules with separate instructional goals, and each may be presented on a monthly basis over one year contract term.
  3. Develop, draft, review and refine all workshop materials for each of the four (4) modules in collaboration with EP. Materials developed shall be reviewed and approved by EP.
  4. Produce a survey instrument for each workshop session (per module) in determining if presentation meets the goals and interest of participants, and make improvements, if necessary, in future workshop presentations.
  5. Provide EP with copies of surveys collected from participants for each workshop, including a summary analysis of results and implications for upcoming workshops, as well as any other pertinent observations or debriefing comments on the workshop experience.
  6. Select and manage qualified session leaders who are internationally or regionally recognized and/or certified to deliver subject matter. Sessions must be both in English as well as in Amharic.
  7. Develop business assessment tool kit with information and formulas that will encourage participants to assess key performance matrix of their own companies based on international principles and measurement guidelines standard of private equity.
  8. Assign an Engagement Manager as the single point of contact with EP. The Engagement Manager shall have decision-making authority within the Proposer’s organization, and will be responsible for overseeing the program.
  9. Inform participants of the country’s most current investment policy. Accordingly, it shall make recommendations for changes in session instruction or materials.
  10. Meet and communicate with EP staff regularly to discuss development and progress of workshop.
  11. Manage service platform including but not limited to:
    • Selecting the venue;
    • Budgeting, preparation and management of all logistical issues and arrangements related to hosting and managing successful and professional workshop.
    • Inviting potential participants to the workshop (Appendix A, Addressable Market);
    • Developing pricing to charge the participants;
    • Identifying suitable event planner, as needed, and liaise regarding rooming, banqueting, IT equipment and support and other related arrangements;
    • Managing invitation and registration process; and
    • Selecting relevant session leaders and speakers for content selected.

Interested parties must submit a sealed written proposal based on the detailed ToR as described below Interested firms can request a Terms of Reference (ToR) which provides further details about the assignment and the application process by emailing eoi@enterprisepartners.org. A brief summary of information that must be included in applications is provided below

Experience and Qualifications:

Interested firms must demonstrate a minimum of three (3) years in the business of offering financial, accounting or investment education to the private sector in Ethiopia or elsewhere. In addition, only key personnel who have the equivalent of five (5) years of experience or more in the private equity market will be considered. Proposer shall submit a list of references, experience, and qualifications as stated below:

  • Experience and Qualifications of Key Personnel. Proposer shall supply information concerning the background and experience of the proposing firm and the key personnel proposing to work on Private Capital Market Education Workshops as listed in Section III, Scope of Services of this RFP.
  • Market Presence. Interested Proposers must have an office in Ethiopia with sufficient qualified local staff.
  • Identify the licenses, other credentials/designations, affiliations, special knowledge, qualifications, expertise held by the Proposer and its key managers.
  • Provide a list of all current clients to whom the Proposer provides general financial education programs. Include name of client, contact person, address and telephone number.
  • Qualifications and experience of key personnel of the Proposer and key personnel that will be assigned to this project, and presentation of the team and all sub-contractors, including:
    • Indicate the roles and responsibilities of each individual involved in the project.
    • An organization chart for the team.
    • One page resume for each individual providing service under this contract include credentials/designations, licenses, education, qualifications, experience, and relevant key projects.
    • Provide responses to the following questions from each individual providing a service: (1) Have you ever been cited by a professional or regulatory governing body for disciplinary reasons? (2) Are you currently engaged in any other investment-related business, either as a sole proprietor, partner, office, employee, trustee, agent, or otherwise? If so explain. (3) Indicate if indeed you are currently selling financial products, identify affiliated companies and explain briefly the product.
    • Samples of Work: Provide materials of previous workshop work that the Proposer conducted for a comparable client within the last three (3) years. In addition, provide a sample of materials that the Proposer developed for a comparable client within the last three (3) years.
    • Experience with similar activity: Proposer shall provide a description of previous work experience in providing similar financial education contracts over the past five years. Proposer shall include a summary of scope of services, dates of contract, contract amount, contact name, country of service, and phone number for references: Entity Name/ Address Contact Name and Phone number for references Beginning and Ending Dates of Contract, Contract Amount for Services Summary of Scope of Services.
  • References: Proposer shall attach at least three (3) reference letters from former or current clients to document work experience and client satisfaction. It is preferable that two of the three references are from clients within the country. The letters are to include: (1) The name of the Proposer’s lead consultant on the project (2) Business address (3) Phone number of contact person (4) The time period during which the services were provided (5) A brief summary of the services provided.

Proposed Services and Compensation

Services: Proposer shall provide flat fee cost information to provide described services, minimal number of workshops of twelve (12) for the contract term, and optional additional services described under Section III. Scope of Services, and supported by narrative information. Budget proposal: Propose a budget of cost of total program to be rendered Include all labour, materials, and overhead.
