Job Description

DCIR is seeking to recruit a qualified Inland Revenue Tax Advisor (the “Advisor”) to assist the Department of Customs and Inland Revenue implement the changes that came about as a result of PFTAC reports since 2009 including the June report of 2016. While a number of these recommendations have been attended to since 2012 to date, a significant proportion is yet to be realised. These changes were geared towards modernising the Department of Customs and Inland Revenue particularly in the areas relating to systems and procedures and internationally recognised practices. The changes were further invigorated by COM Decision 28 of 2016 which seeks to review and modernization the tax administration.

The Advisor will support the Inland Revenue Division with Institutional Strengthening across all areas of Inland Revenue Operations in line with the DCIR Modernization and Reform initiatives. Specifically the assistance will aim to address efficiency and effectiveness in revenue collection and to ensure compliance mechanisms are robust and enabling.

The Advisor will:

  1. Assist the Director and Executive of Dept. Customs & Inland Revenue on matters pertaining to the administration of Inland Revenue laws and procedures;
  2. Develop a national risk management framework (from Margaret Cotton’s work);
  3. Develop a national Inland Revenue Compliance Improvement Strategy for all taxes (by industry, by location);
  4. Develop and implement an effective Tax information bulletin for all tax types (education aspect);
  5. Promote the outreach activities of the Education Unit for all tax types (education aspect);
  6. Prepare Tax Compliance Guide and Reference tool for all tax types – suitable for Vanuatu;
  7. Prepare a Tax Auditing Technique Guide for all tax types – for internal use only;
  8. Prepare an Investigation Guide for all tax types – for internal use only;
  9. Design, implement industry (target group) surveys;
  10. Design, develop and train staff communication strategies;
  11. Design, develop, implement and train staff on IRD intelligence database; and
  12. Other duties and required by Director DCIR

Qualification:

The individual would be expected to cover a significant subset of the following capabilities and skills:

  • At least 10 years’ experience developing, implementing and evaluating policy at national government level;
  • At least 3 years of relevant experience as a technical advisor;
  • Strong knowledge of managing the implications of legal settings (legislative and contractual) associated with new policies;
  • Strong knowledge of Revenue policy in Compliance work, Taxpayer services plus Audit functions;
  • Strong knowledge in Project Management Proposal/Implementation and evaluation;
  • Master’s Degree in International Tax Law and Administration or a relevant field;
  • Excellent interpersonal skills and demonstrated experience in facilitating dialogue among mid-to high-level leaders;
  • Direct experience with tax reforms in developing countries, including experience working with revenue authorities or similar institutions that jointly undertake tax and customs operations;
  • The Candidate will have outstanding management skills, resourcefulness, flexibility, and creative problem-solving and ethical management skills. Customs experience will be an added advantage and
  • Prior experience in Melanesian governments would be an advantage.
