Job Description

As the Contracts and Compliance Officer you will accompany IDEA staff and other HQ divisions by providing focused advice on contracting and compliance requirements for CRS. Primarily, you will be tasked to support the pursuit and implementation of USG contracts. Although focused on US government acquisition, you will also provide support to USG assistance and Non-USG procurement mechanisms.

Your knowledge of regulatory requirements will be essential to your success in this role. Additionally, you will need to be prepared to be involved with CRS growth efforts through ad hoc support and capacity strengthening of CRS business development and donor engagement colleagues; especially around donor compliance requirements for cost proposals.

You will work closely with CRS’ Risk & Compliance Unit and Council to elevate new and/or prioritized compliance requirements, develop agency level response to those requirements, and monitor their implementation. Internally to IDEA, you will be responsible for monitoring project support staff and portfolio compliance with donor regulations and CRS policy. You will setup and monitor systems and checklists for IDEA leadership and staff.

Specific Responsibilities:
* Act as focal point for IDEA staff on compliance matters related to institutional donors.
* Build the capacity of IDEA staff to pursue and manage acquisition instruments.
* Support the development and mapping of roles and responsibilities regarding compliance.
* Advise on new and changing to compliance regulations and assess their impact on CRS.
* Review and comment on bid-reviews for contract mechanisms.
* Provide compliance support on cost proposals in response to acquisition procurements.
* Develop and maintain strong relations with key staff at USG agencies and partners.
* Support the development of policies, guidelines, tools and templates.
* Provide support to award reviews and the development of sub-award documents.
* Provide ad hoc expertise on rules and regulations.
* Monitor internal IDEA compliance with donor regulations and policies.
* Monitor and track institutional donor operational initiatives.
* Support the development and facilitate training on USG compliance matters.
* Conduct compliance reviews of current acquisition portfolio for agency improvement.
