Project
The Market Development Facility (MDF) is a multi-country private sector development program managed by Palladium on behalf of the Department of Foreign Affairs and Trade (DFAT). The program currently operates in Fiji, Timor-Leste, Pakistan, Sri Lanka and Papua New Guinea. MDF utilises a market systems development (MSD) approach to trigger lasting systemic change and create broad-based, sustainable pro-poor growth.

MDF has its own country teams on the ground, with a Core Leadership Team (CLT) providing strategic, technical and managerial oversight, as well as ensuring effective uniformity and integration with local adaptation of approach and systems across countries. This role will be based in Brisbane and will report to MDF’s Chief Operating Offcer, a key member of the project’s leadership team.

Role
The Contracts & Compliance Officer supports MDF country teams in all aspects of contracting. The position will ensure that all service contracts and agreements are compliant with Palladium’s regional policy, client requirements and the Australian Government Commonwealth Procurement Rules.

The main responsibilities of the Contracts & Compliance Officer will be:
* Overseeing in-country registration, reporting and other requirements to ensure compliance with local legislation;
* Ensuring that MDF’s procurement system is clear, comprehensive and consistent with applicable policies and guidelines;
* Ensuring measures are in place to prevent misuse of funds in compliance with fraud and corruption policy;
* Undertaking an annual review of the project procurement manual and communicating all revisions in a timely manner;
* Providing technical oversight, advice and support in regard to procurement, contracting processes and compliance requirements;
* Ensuring procurement of all goods, services and works in accordance with applicable policies and processes;
* Managing the annual procurement exercise and selecting preferred suppliers in a timely manner;
* Supporting country teams with the procurement of services processes;
* Ensuring all MDF agreements are quality checked and compliant before submission for approval and signing;
* Maintaining contractual records and documentation for all advisors, subcontractors and vendors;
* Undertaking due diligence and compliance check for all subcontractors and partners
* Coordinating all activities relating to insurance policy management for MDF including obtaining quotes, selecting preferred suppliers, completion of accurate claimes documentation and managing the insurance policy tracker;
* Reviewing any new lease agreements entered into and liaising with corporate head office for approval of these documents;
* Overseeing the management of MDF’s country asset registers and providing advice to in-country employees on the day to day management of assets;

RequirementsIn order to be successful in your application, some of the main requirements of the role are:
* Bachelor’s Degree in a relevant discipline (business, commerce or legal preferred)
* Prior experience in a contracts, compliance or procurement position;
* Significant prior experince in working with Commonwealth Procurement Rules is essential, while experience in dealing with DFAT procurement systems and processes is ideal;
* Strong stakeholder engagement skills with an ability to communicate at all levels;
* Prior experience working in an international or multi-jurisdiction environment preferred as is prior experience working in a project context;
* Experience in a legal environment will be looked upon favourably.

All candidates should have full unrestricted work rights for Australia as sponsorship will not be provided for this position.
