IMPAQ International is a research, data, technical assistance, and capacity-building organization with over 370 staff across the globe. IMPAQ is currently providing technical assistance to the Ministry of Labor in Mexico by strengthening government labor law enforcement. IMPAQ accomplishes this through three U.S. Department of Labor (USDOL) Bureau of International Labor Affairs funded projects: Strengthening Government Labor Law Enforcement (SGLLE), Compliance in Auto parts through Labor Law Enforcement (CALLE), and SENDEROS. The SGLLE project specifically seeks to support the Ministry of Labor and Social Welfare (STPS) and other competent authorities in Mexico in the implementation of the 2017 constitutional labor justice reforms and 2019 labor reforms. The CALLE project implements a multi-faceted approach to strengthen government protection of workers’ rights and improve working conditions in the Mexican auto parts sector. The SENDEROS project aims to increase compliance with labor laws, including occupational safety and health and other unacceptable conditions of work, by private sector stakeholders in the agricultural sector.

The Contracts Specialist is responsible for managing all project procurement of goods and services, development of solicitations, and is expected to conduct price, cost, and reasonability analyses across all three DOL ILAB-funded projects in Mexico. S/he will ensure adherence to IMPAQ/AIR and USDOL policies, as well as integrity, fairness, and openness in procurement processes. S/he will complete all required cost documentation and assist with internal and external audits.

Responsibilities:

Specific duties include, but are not limited to:

  • Reception of goods and services proceeding from the diverse technical and administrative areas.
  • Verification of available funds and activity budgets.
  • Obtaining provider quotes for goods and services.
  • Responsible for Comparative matrixes showing the market prices for acquisitions under fair and reasonable terms.
  • The Contracts Specialist will conduct an online search for the vendor through the Excluded Parties List System.
  • Responsible for obtaining the signature of the provider of goods and services.
  • Responsible for obtaining approval and signature of the Country Director.
  • Carry out purchase orders and contracts.
  • Management of project vendor provider database.
  • Responsible for electronic files in the requisition area, and the closeout recommendations in coordination with the Finance and Operations Director.
  • Responsible for the correct documentation of all contractual instruments for audit purposes.
  • Performs work related to the termination of contracts.
  • Prepares and negotiates Non-Disclosure Agreements, Memorandum of Understanding, Teaming Agreements, Subcontracts, Subgrants, and other related agreements.
  • Implements subcontract administration procedures.
  • Negotiates contract terms from proposal stage to project close-out in accordance with relevant regulations.
  • Coordinates approval of negotiations, contracts, and subcontracts with appropriate management staff.
  • Provides guidance of contract requirements, and if necessary, seek internal and external legal counsel to determine resolutions on legal and contractual matters;
  • Reviews solicitations to ensure compliance with terms and conditions.
  • Prepares and submits cost proposals including pricing and scheduling details, coordination of requirements, and cost proposal risk assessment.
  • Prepares consulting agreements.
  • Modifies contract schedules.
  • Coordinates with program managers (task leaders and others) to ensure contract requirements are fulfilled.
  • Assists in the development of internal contracts policy.
  • Maintains current knowledge of relevant contractual procedures and practices.
  • Participates in special projects as required. Other duties may be assigned by the Country Director and Finance and Operations Director to ensure achievement of operations and financial objectives.

Qualifications

  • Bachelor’s degree in business administration, public administration, international development studies, accounting, project management, finance, or an equivalent degree in related fields is required.
  • Minimum 5 years’ experience in contracts/grant administration and management, including project administration/support functions (finance, operations), preferably on US-donor funded programs in Mexico, is required.
  • Effective communication in Spanish is required. Professional fluency in English (reading and writing) is highly desired.
  • Advanced knowledge of the practices, procedures, and processes of contracts administration; Thorough knowledge of relevant laws, FAR and AIDAR regulations, terms, conditions, and policies governing assigned contracts, including federal acquisition regulations.
  • Additional experience in project support functions (finance, human resources, IT, procurement & logistics) is an advantage.

  • Strong organizational skills and ability to manage multiple competing priorities with minimal supervision.
  • Strong contract law knowledge and expertise in managing complex contract issues.
  • Proven ability to maintain professional relationships with local counterparts, beneficiaries, contractors, suppliers, other international organizations, as well as local and national authorities.
  • Friendly, energetic, and customer service oriented.
  • Excellent analytical skills and ability to conduct independent research, identifying issues, formulating options, and making conclusions and recommendations.
  • Ability to resolve complex situations with tactful and effective communication, both orally and in writing.
  • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
  • Ability to work in a fast-paced work environment
