Proejct & Role
Palladium, under the Education Capacity Development Facility (ECDF) is seeking a Costing and Financing Specialist to work in the Education Sector. The position is classified as a Short-Term Adviser (STA) and will be based in Port Moresby. The ECDF implements the delivery of activities at the direction of the Australian High Commission (AHC) Education & Leadership Portfolio (ELP) to provide high-quality technical assistance and program support to the education sector as prioritised by Australia and the Government of Papua New Guinea (GoPNG) at national and provincial levels. Through this mechanism, support is provided to the PNG National Department of Education (NDoE).

In 2016 NDoE undertook a modification to the schooling structure through NEC decision No. 315/2016. The decision modified the school structure to a 1-6-6 arrangement where there is, one (1) year of elementary education, six (6) years primary and six (6) years secondary schooling. The existing structure is a 3-6-4 structure. The revision was aimed at addressing education issues on student access, retention, equity and quality of education in the country.

The Costing and Financing Specialist will lead a team to conduct an assessment of the cost and financing requirements of implementation and delivery of the 1-6-6 school structure, in order to provide an understanding of the resourcing required as GoPNG moves towards this model in the coming years. A pilot of the 1-6-6 model has been undertaken in National Capital District and the Specialist will also be able to draw on initial experiences from this pilot.

Key Responsibilities
* Conduct a literature review of PNG’s education resourcing models and a final report on the analysis of the Education Resources in PNG under the 1-6-6.
* Plan and conduct field work in up to eight (8) provincial locations to assess the full cost implications of the proposed education structure.
* Lead and mentor the NDoE officers and work collaboratively with them to develop their skills as required throughout the study.

* Proven record of conducting financing analysis of differing government policies and their funding mechanisms;
* Understanding of, and experience in, education policies and in implementing education programs in a developing country context, particularly in the Pacific;

* Strong interpersonal skills and ability to liaise with high level stakeholders in a development context.
