Chemonics seeks a country director to support the USAID Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) project. The project is the primary vehicle through which USAID provides technical assistance to improve partner-country management of the health supply chain and collaborates with key international stakeholders to support global health initiatives. In Pakistan, GHSC-PSM operates task orders to connect public policy to people by increasing availability of health products related to family planning, maternal and child health, infectious diseases, and the Global Health Security Agenda that support Pakistan on its journey to self-reliance. - Maintain strong and positive working relationships with all stakeholders
- Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of National Health Services, Regulations and Coordination, and provincial governments
- Directly supervise staff, including long-term employees and short-term consultants
- Lead technical assistance initiatives from development, planning, and execution including, improving and strengthening in-country supply chains, improving visibility at all levels of the supply chain, strengthening accountability of in-country supply chains, and strengthening environments for commodity security through increased knowledge management and dissemination
- Develop, implement, and review appropriate staffing, technical assistance, and procurement plans that lead to the effective implementation of the project’s strategy and work plan
- Strategically identify capacity gaps and arrange for appropriate training of project staff
- Manage office operations in adherence with policies and procedures in project management, including HR management, procurement, finance, and administration
- Develop, update, and implement performance-monitoring plan that encompasses commodity security and logistics-management indicators and includes project-wide performance measures
- Oversee regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
- Assess risks quarterly and implement risk-management and mitigation strategies for procurement and logistics services
- Coordinate with relevant stakeholders to build the capacity and capability of national systems
- Report results to USAID, public sector stakeholders, other donors, and the home office and ensure timely submission of all deliverables
- Maintain knowledge of and compliance with all office rules and procedures set forth in the field office policy manual and other Chemonics standard operating procedures
- Advanced degree in medicine, public health, supply chains, logistics, project management, or a related field, or a bachelor’s degree in the same fields plus an additional five years of work experience beyond the required 10 years below
- Minimum 10 years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems
- Minimum five years of experience leading development projects overseas; experience working with U.S. government or USAID implementing partners and private sector preferred
- Demonstrated ability to manage and implement complex USAID public health projects in a developing country and multi-donor funding base arrangements
- Ability to create efficiencies and lead operational transformation in large, complex public health programs, preferably with experience in medical procurement, logistics, or supply chain management
- Skilled in leading and managing high-performing teams; ability to build capacity of team members and local government counterparts
- Proven ability to collaborate with host-country officials, donors, and other key stakeholders
- Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
- Experience implementing infectious disease projects including Hepatitis C projects
- Knowledge or prior experience with the GHSC-PSM project preferred
- Prior working experience in Pakistan preferred
- Demonstrated leadership, versatility, and integrity
- Fluency in English required; proficiency in written and spoken Urdu preferred
