The roles
Palladium is recruiting 6 x Country Directors to manage the implementation of a large-scale global health security programme at country-level. The Tackling Deadly Disease Programme (TDDAP) funded by the UK-government aims to address the challenges that limit the effectiveness of preparing and responding to disease outbreaks in Africa, focusing on Uganda, Cote d Ivoire, Cameroon, Niger, Central African Republic, Chad, Mauritania and Mali.

The Country Director will be part of the programmes senior leadership and will be both the technical and operational implementation of the programme activities within budget in the country. S/he will be responsible for the country engagement strategy and expected to liaise with ministries, DFID country office, WHO representatives, the independent evaluator and other partners at regional, national and sub national levels, while performance managing and providing leadership to the programme staff and consultants in the country.

The TDDAP is a two-year global health security by DFID in response to the lessons from the Ebola crisis and various other outbreaks since them. The TDDAP will focus on building the ability of countries and institutions to prevent and respond to the health emergencies, while at the same time recognising that populations and health systems are weakened by everyday preventable diseases in Africa.

Consequently, the programme will take both a health systems strengthening approach in a non-disease specific way, alongside building surge capacity to respond to particular high-risk epidemic diseases. The overall objective is to reduce impact of communicable disease outbreaks and epidemics on African populations.

Responsibilities
The suitable candidate will be a senior medical and/or public health professional with at least 10 years technical and management experience in the following areas: integrated disease surveillance and response, health system strengthening, health policy and planning in low and middle income countries and monitoring and implementing International Health Regulations. The candidate needs to have experience working in the region and an understanding of the local context of the country where s/he will be a Country Director.

Delivered with WHO AFRO, civil society and national governments by:
* Providing technical support on the IHR according to identified needs from the assessments and existing support
* Enhancing demand-side governance reform
* Building data, evidence and accountability at national and sub-national levels with linkages to the region
* Overseeing the delivery of an emergency preparedness response, under the contingency mechanism, through a call-down contract measures including: mobilising the requisite technical and operational skills, innovations, institutional linkages, financial and administrative management and value for money.

Requirements
* A post-graduate degree in public health, infectious diseases, health information and health system management or related fields
* Demonstrated experience in working on global health security: detection, preparedness and response. This includes coordinating across multiple stakeholders at different levels; understanding political and policy dynamics and knowledge of working with multilateral and bilateral partners
* Prior experience working in the region.
* Experience working in fragile states and challenging environments desirable
* Proven ability to lead implementation of programmes with complex partnership structures and motivate and manage the performance of teams
* Demonstrable focus on capacity building and sustainability in challenging contexts
* The selected candidate must be willing to travel within the country as well as the West African region
* Fluency in written and spoken English and French
* Available to start in August 2018
