Palladium is seeking a full-time Country Manager, Uzbekistan for the anticipated USAID Expanding Tuberculosis Identification, Treatment, and Prevention in Central Asia (TB-CA) project. This position is contingent upon donor award and funding.

Reports to: Chief of Party
Duration: 5 years
Location: Uzbekistan

The Country Manager, Uzbekistan will provide technical and operational leadership in the Uzbekistan project office, in consultation with the Chief of Party and USAID.

Position Background
TB-CA aims to reduce the burden of TB in Central Asia by strengthening the capacity of local and regional health systems and improving the detection and treatment of drug-resistant TB (DR-TB). The project will enhance the leadership, management, financing, and technical capacity of Central Asian institutions, communities, and civil society for raising the quality of and access to DR-TB diagnosis and treatment services. The Country Director, Uzbekistan , will be based in Uzbekistan , and will provide overall country leadership and ensure effective collaboration with multiple partners.

* Assume responsibility for successful implementation of technical activities, as well as management of office operations and personnel
* At the country level, serve as a primary liaison for the project with USAID, the Ministry of Health, and other stakeholders and implementing partners, ensuring alignment and harmonization with related programming as appropriate
* Direct country budgeting, work planning, and reporting
* Ensure the program’s operational compliance with all applicable USAID, Palladium and local policies
* Lead reporting and presentation of program results to USAID, local government, and other national stakeholders
* Oversee the program’s progress against performance indicators as outlined in the Program Monitoring and Evaluation Plan (PMEP), taking corrective action as needed to achieve technical objectives
* Manage program start-up and close-out
* Performs other duties and responsibilities as required * Master’s Degree in public health, medicine, business, international development, or a related field
* Minimum of six years of professional experience in the health sector, experience in TB control is an asset;
* Exceptional personnel management, communication, presentation, and cross-cultural interpersonal skills
* Expertise in all aspects of project management, including finance and operations management, contractual compliance, technical work planning, reporting, and quality assurance of project deliverables
* Results-driven external stakeholder engagement and relationship management capabilities
* Strong communication, presentation, teamwork, and cross-cultural skills
* Demonstrated knowledge of and experience with USAID policies, procedures, and approaches on public health program design, implementation, budgeting, and monitoring and evaluation
* Strong knowledge of TB and related public health interventions
* Excellent oral and written English communication skills; knowledge of Russian or other Central Asian language highly desirable
