Global Communities is seeking a Country Director to act as the primary representative for current Global Communities’ programs, engaging in humanitarian advocacy, fostering opportunities for new business development. The Country Director will provide the strategic vision and leadership for the program in order to achieve program goals and objectives. The Country Director will be based in Sana’a, Yemen, with frequent travel to Aden, and reports to the Vice President of Humanitarian Assistance.
Provide clear leadership, oversight and strategic support to program teams based in Sana’a and Aden, and other sub-offices to ensure quality implementation, smooth operation of management systems, and donor compliance.
Lead and manage matters related to personnel management, finance, procurement, grants and contracts, security, legal, and donor compliance.
Manage in-country donor relations and foster amicable working relationships with local government authorities at the national, municipal, and community levels, UN, non-governmental, and other international organizations to ensure smooth program operations.
Develop a growth strategy for Global Communities in Yemen in coordination with Headquarters and other Global Communities regional actors.
Identify program and business development opportunities at the country level and in the region and maintain communications with Headquarters about all new opportunities.
Participate in the design and development of proposals, concept notes, and budgets.
Knowledge, Skills and Abilities
Strong leadership skills with proven experience in humanitarian negotiation and managing multiple programs from different donors and a large, local field staff.
High diplomatic and interpersonal skills negotiating and working with foreign experts, managers, government and non-government officials, local staff, and target populations.
Substantial knowledge of the international humanitarian system, institutions and donors, and of compliance requirements, accountability frameworks and best practices; prior experience with funding from USG, DFID, ECHO and other leading donors.
Experience working and managing a program in a high security alert area, with demonstrated knowledge and skills to manage the security in conflict and post-conflict situations.
Practical program implementation experience, with the ability to strategically link programs into a larger portfolio and current operations.
Excellent command of English, both written and spoken. Working knowledge of Arabic preferred.
A Master’s degree in relevant discipline and a minimum of 8 years of experience or a Bachelor’s degree in relevant discipline and a minimum of 10 years of experience.
At least 8 years of field experience in international development preferred.
At least 3 years of experience in a senior leadership capacity in the field preferred.
Experience managing a program of similar size and scope in an insecure environment, as a Chief of Party, Country Director or similar, preferably with a USG donor.
Technical experience with WASH, early recovery, food security, and economic recovery highly preferred.
Extensive experience with USAID and USAID/OFDA rules and regulations.
Prior experience in the MENA region.
