The purpose of the Education Support Initiative is to recruit, hire and maintain technical, professional, operational, and support staff that supply services to the United States Agency for International Development’s (USAID) Office of Education and education sector. It includes full-time positions as well as short- and medium-term consultants.

E3/Education: The Office of Education (E3/ED), a technical office within the Bureau for Economic Growth, Education, and Environment, has a mandate spanning policies and programs involved in providing quality educational services at the basic and higher education levels, including in crisis- and conflict-affected settings. The 2018 USAID Education Policy explicitly notes that important of education that promotes wellbeing and builds social and emotional or soft skills. The accompany USAID Policy Brief: Social and Emotional Learning and Soft Skills provides further details on USAID’s definitions/terms, the parameters for quality programming, available evidence to date, and remaining gaps in evidence.

The COVID-19 pandemic and the resulting emergency has made evident the role of education programs, from pre-primary to higher education, in providing normalcy, routine, stability, and connection for learners and educators. As countries around the world prepare to restart education and training face to face, in blended formats, or completely at a distance, the education sector needs clear proposals or guidance on how to best design and deliver programming or interventions that improve social and emotional outcomes or grow/develop social and emotional or soft skills equitably and at scale. For this reason, safety, psychosocial wellbeing, and social and emotional/soft skill development have been prioritized in the Office of Education’s COVID Operational Plan.

Through Dexis Consulting Group, the USAID Office of Education is seeking a short-term Social and Emotional Learning Specialist to develop timely and relevant technical guidance, tools, and resources that support the effective and efficient use of USAID assistance in the education sector during the COVID-19 pandemic, from pre-primary to higher education, inclusive of youth workforce. The position will sit on the Office’s Education in Crisis and Conflict (EiCC) team.

Responsibilities

The Office of Education has a COVID-19 operational plan with four outcomes, one of which is to assure the safety, wellbeing, and social and emotional skills of learners, educators, and their caregivers in order to mitigate against the loss of equitable access to quality education and the loss/backsliding of learning outcomes. In order to be responsive to the needs of USAID Missions and partners, we seek to hire a specialist who can author or contribute to a variety of knowledge products (briefs, blogs, best practice papers, evidence roundups).

Deliverables include:

  • 3-6 briefs, best practice papers, blogs, or policy papers on a variety of topics
  • Contribute to the revision and refinement of the implementation guidance on integrating social and emotional learning into early grade reading programs
  • Weekly calls with supervisor to track progress

Minimum Requirements:

  • Graduate-level degree in international education, developmental psychology, clinical psychology, social work, mental health or other related field required.
  • Demonstrated ability to draft products that are based on the best available evidence for a policy, practitioner, or donor audience.
  • Strong knowledge of trends, discourse, policy issues and technical experience in social and emotional learning or soft skills required.
  • Minimum of two (2) years of relevant professional experience required.
  • Familiarity with and knowledge of USAID’s operations, procedures, and policies in areas such as project management, procurement, reporting, communication, monitoring and evaluation preferred.
  • Advanced skills in MS Word, Excel, Google Apps and other products and applications
