Job Description

RTI International is seeking a qualified Data Analytics Manager to join the MERLA (Monitoring Evaluation Research Learning and Adapting) team which supports the NTD programs implemented by RTI. The Data Analyst will be a part of the International Development Group’s (IDG’s) Global Health Division (GHD). GHD currently has a staff of over 400 and works in over 25 countries. GHD implements broad-based programs in infectious diseases; health systems strengthening and neglected tropical diseases.

The Data Analytics Manager will support NTD programs implemented by RTI, including ENVISION and Act to End NTDs | East. He/she will be responsible for leading the development of the data request ticketing system and for conducting complex analysis to frame the learning outcomes of the projects. This position will report to Senior MERLA Analytics Manager and will be based in Washington, D.C.

Responsibilities:
  • Lead, design, develop, and oversee the Data Request System which includes:
    • Ticketing System: Develop a data request ticketing system to track in-coming data requests, ensure requests are appropriately assigned and prioritized, estimate level of effort and delivery dates, and produce activity reports for senior management
    • Intake Meetings: Liaise with data requestors to assess how the data team can effectively and efficiently accommodate their request. Data requestors include the client, USAID, other partner organizations, and RTI program managers.
    • Specs and Timeline: Develop strategy, technical specs, and timeline to carry out basic to advanced data manipulation and analysis.
    • Programming, Delivery, and Documentation: use SAS programming, MS Excel, and other analytical tools to complete requests. Produce and maintain data dictionaries, source code repository, and other data request documentation.
  • Responsible for managing and navigating a complex data system
  • Responsible for responding to last-minute, urgent requests
  • Mentor to junior staff
  • Conducting complex analysis in order to frame the learning outcomes of NTD projects. This will include analyzing and visualizing programmatic data and interpreting and writing up the results for USAID reports, abstracts, conference presentations, manuscripts, among others.
  • Provide surge support for data management team with activities such as: maintaining Excel trackers, automated quality control and data reviews using SAS, producing outputs needed for annual workplans and semi-annual donor reports

Requirements:
Education and Experience:
  • Master’s degree in Epidemiology, Statistics, Data Science or related field, or equivalent and a minimum of 6 years of professional experience across all the following areas:
  • Leading quantitative data analysis; interpreting data requests, aligning with available data and meeting requestors’ needs
  • Project Task Lead
  • Development of Excel templates and exporting large amounts of data automatically through SAS ODS and/or DDE;
  • Electronic data management, particularly processing of large datasets from multiple sources.
  • Experience with developing data collection tools
  • Experience with data analysis and developing data visualization in Excel
  • SAS programming: 5+ years of experience or 3+ years and certification. Applicant must have prior experience with the data step, arrays, macros, working with millions of records, developing and coding data QC, and self QC methods [must have].
  • Managing other staff highly preferred.
  • To qualify, applicants must be legally authorized to work in the United States and should not require now, or in the future, sponsorship for employment visa status.

    Knowledge and Skills:
  • Strong quantitative analysis and SAS statistical software programming skills
  • Ability to manage multiple tasks simultaneously and efficiently in a fast-paced environment with frequent urgent deliverables
  • Previous experience mentoring others
  • Intermediate aptitude with MS Excel.
  • Ability to interpret complex requests
  • Ability to prioritize requests, and respectfully yet firmly communicate prioritization to requestors
  • Strong problem-solving skills and ability to make decisions and produce high quality work independently
  • Highly motivated with strong attention to detail and organization skills.
  • Exceptional teamwork and interpersonal skills.
  • Ability to communicate in a cross-functional environment.

  • Strong English oral and written communication skills (native speaker or professional-level fluency).

    Preferred Skills:
  • Experience developing and/or managing a data request system
  • Familiarity with M&E systems and processes in context of international development/global health programs
  • Experience framing results and findings from data analysis as easy-to-understand learnings for programmatic adaptation
  • Experience with SAS Grid Computing
  • Experience with other software including: SQL, R graphics, DHIS2, Stata
  • Experience with NTD data
