Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health (MNH) at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.

Assignment Overview
Bappenas is currently developing the National Medium-Term Development Plan (RPJMN) 2020-2024, of which health is one component. The HP+ project is supporting Bappenas to estimate the costs and health impacts of implementing the health component of the RPJMN using the OneHealth Tool, a dynamic model for medium- to long-term strategic planning in the health sector. To conduct this work, HP+ will build off a recent primary care cost analysis conducted by the National Institute for Health Research and Development (Batlitbangkes) and the WHO. In addition to providing technical assistance to cost the RPJMN, HP+ will support Bappenas to institutionalize the OneHealth Tool for routine future use through capacity development activities.

The USAID-funded HP+ Project, at the request of USAID/Indonesia, is seeking a Jakarta-based data collection consultant with costing experience for the RPJMN cost analysis from February to September 2019. The consultant will be responsible for collecting and entering data inputs into the OneHealth Tool, working closely with the lead consultant, government counterparts (e.g., Bappenas, MOH), development partners, and HP+ DC- and Jakarta-based staff. Please note that prior experience in using the OneHealth Tool is not a requirement for this position. This is a deliverable-based contract.

Consultant’s Responsibilities:
* Collect epidemiological, cost, programmatic, and other data for the RPJMN cost analysis in Excel
* Review data for accuracy and completeness
* Support HP+ and lead consultant to enter data and analyze cost results
* Support HP+ and lead consultant to train select Bappenas and MOH staff in how to use the OneHealth Tool through hands-on mentoring and an institutionalization workshop
* Support a data validation and prioritization workshop
* Support finalization and dissemination of results
* Attend bi-weekly check-in and coordination calls with HP+ team, lead consultant, and others as needed
* Actively communicate with HP+ and lead consultant on issues/challenges affecting the assignment

Requirements:
* MS or PhD degree in a public health, economics or other related discipline
* Advanced knowledge of Indonesia’s health system
* At least 5 years of experience in collecting and analysing cost data
* Excellent English writing, communication, and reporting skills
* Excellent interpersonal and communication skills
* Ability to work within tight deadlines
* Flexibility, adaptability, and resourcefulness
* Based in Jakarta
