Introduction

Proximity International, LLC is a women-owned small business that works in fragile contexts, implementing and monitoring programs, conducting evaluations, conducting research, and learning (MERL). The Syria Humanitarian Monitoring Project III (SHMPIII) is a USAID third-party monitoring (TPM) and verification contract based in Amman, Jordan. The project monitors and verifies USAID humanitarian assistance and provides independent confirmation of humanitarian aid programs in Syria. Proximity is implementing the SHMPIII project in partnership with EnCompass LLC.

Proximity International is seeking a Short-Term Technical Assistance (STTA) Consultant to serve as the Data Quality Assessment (DQA) Team Leader for SHMPIII.

The DQA aims to assess the validity, reliability, timeliness, precision, and integrity of selected indicators for USAID Implementing Partners (IPs). Findings will highlight data quality issues and limitations for selected indicators and provide actionable recommendations to address them. The DQA TL will also evaluate the adequacy and integrity of data documentation and management processes of IPs.

Position Summary

As the DQA Team Leader, the consultant will oversee the local data collection team, analyze 45 indicators, and lead the preparation of the final DQA report. Deliverables include a comprehensive report and a presentation to USAID.

Scope of Work

  • Lead a local team responsible for document verification and data collection.
  • Provide guidance and instructions to the team on verifications and data collection tasks.
  • Review collected data for quality and comprehensiveness to ensure adherence to data quality standards.
  • Lead consultations and conduct one-on-one remote calls with USAID Implementing Partners (IPs) to review documentation and generate the DQA checklists.
  • Facilitate validation sessions with IPs, supported by the DCOP, to confirm findings and ensure alignment on actionable recommendations.
  • Review each selected indicator against USAID data quality standards.
  • Conduct DQA analysis and verify data against established criteria, including the functionality of IPs’ M&E systems.
  • Identify and document actionable recommendations to address data quality issues for individual IPs and across IPs.
  • Summarize findings into individual DQA reports for all indicators.
  • Prepare a final DQA report analyzing all indicators, with cross-cutting findings and recommendations.
  • Escalate unresolved data quality issues to the SHMPIII COP.
  • Engage with IPs, as needed, to clarify or address data quality concerns.
  • Prepare and deliver a presentation summarizing key findings and recommendations to USAID, if required.
  • Perform other duties necessary to achieve the objectives of the DQA.

Deliverables:

  • A detailed plan for conducting the DQA, managing the data collection team, and engaging IPs.
  • Comprehensive analysis of 45 indicators, with key findings, cross-IP insights, and actionable recommendations for IPs and USAID.
  • 15 Reports [1 per IP] for all indicators, ensuring high technical and language quality.
  • A PowerPoint presentation summarizing findings and recommendations.
  • Present findings at a SHMPIII learning event or IP workshop.

Qualifications – Minimum Requirements:

  • 15+ years of professional experience in monitoring and evaluation (M&E) in international development, preferably on USAID projects.
  • 10+ years of experience conducting rigorous and evidence-based DQAs for USAID.
  • Demonstrated experience leading and managing teams.
  • Bachelor’s degree in evaluation, statistics, international development, or a related field.
  • Master’s degree preferred.
  • Fluency in spoken and written English.

Required Knowledge, Skills, and Abilities:

  • In-depth knowledge of USAID performance management standards and guidelines.
  • Familiarity with USAID requirements (e.g., ADS Chapter 201) for DQAs.
  • Previous experience conducting remote DQAs.
  • Understanding of humanitarian assistance programming.
  • Fluency in Arabic (preferred).
  • Experience working in Syria (preferred).

Supervisory Responsibilities: This position does not include supervisory responsibilities.
