Job Description

Summary:

ME&A is recruiting a DRG Program Development Specialist for the Analytical Services IV project. The purpose of the project will improve USAID’s ability to promote resilient, democratic societies, and support U.S foreign policy objectives. Support for democracy, human rights and governance is vital to the pursuit of freedom and national security and is essential to achieve the Agency’s and the U.S. Government’s broader social and economic development goals.

The Analytical Services IV IDIQ is primarily a response mechanism for USAID operating units to source DRG (Democracy, Human Rights and Governance) analytical and technical support. The IDIQ will provide expertise, assessments, and other analytic capabilities to USAID operating units to develop strategies and programs that will have the greatest impact.

Responsibilities:

This person may serve as the team leader for assessments (DRG Assessments, PEAs, etc.), subsector and technical analyses, interventions that support transitional environments (technical assistance or rapid response), special studies, and technical assistance to missions (program design, results management, and strategic planning). This person may also primarily provide technical expertise and experience that may be applied to interventions that support transitional environments (technical assistance or rapid response) and technical assistance to missions. This may include providing DRG technical advice to host country governments, USG, and other stakeholders; managing grants and interactions with local and international partners; designing programs; and contributing to results management and strategic planning activities.

The Program Development Specialist/DRG Sectoral Expert should have significant international development experience within the DRG sector and in senior positions or as a manager, including experience abroad and in post-conflict or transitioning countries. This person should have experience in some or all of the following–providing advisory support to host country government staff and/or USG staff; managing programs and grants; designing programs, and/or experience in results management, or strategic planning.

Qualifications:

  • Advanced university degree (Master’s or above) in political science, economics, management, international development, or other related field
  • Expertise in the key political, social, and economic aspects of Democracy, Human Rights and Governance
  • At least five to twelve years of demonstrated experience working in the democracy and governance sector
  • Strong analytical, communication and writing skills.
  • Ability to work independently and as a team member.
  • Advanced spoken and written English communication skills.
