The Moldova Structural Reform Program is a four-year project that aims to improve the business and trade enabling environment in Moldova by helping Government of Moldova (GOM) institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors.
Program activities focus on reinforcing the capacity of Moldovan institutions and the private sector to consolidate earlier gains made in the trade and business enabling environment. USAID’s principal government counterparts for this endeavor are the Ministry of Economy, Financial Markets Regulators, the Customs Service, National Food Safety Agency (ANSA) and others. Additional partners will be key entities from the private sector, civil society, media, local government, and Parliament. Program activities include comprehensive analysis/mapping of the current status of implementation of different reforms and recommendations for technical assistance to be provided by the Program.
To make reforms successful, work will not only involve trade-related and line agencies, but also involve bodies in the legislative and judicial branches of government and with stakeholders (including business associations, chambers of commerce, and NGOs). Staff and procedures within key ministries of the GOM need to be addressed in order to meet the commitments contained in the various trade agreements. Staff and members of the Parliament need to become better cognizant and more conversant with issues attendant to trade liberalization, particularly on legislative drafting and responding to public advocacy concerning business, trade and commercial issues. Cross-cutting elements of the entire Program are to cut red tape, devise a system of regulation where costs are in proportion to benefits, and information technology and web-based applications are used to minimize human contact and the potential for corruption.
The initial contract will be for 1 year with the intention for annual renewal through September 2021.
The DCOP will provide direct oversight over all technical staff supporting Components 1 and 4, including the Trade Facilitation Expert and the local Trade Specialist. The DCOP will report to the Chief of Party and the Nathan Home Office Program Director.
The DCOP will support the COP to implement technical and management aspects of the Moldova Structural Reform Program to ensure quality and timely delivery of technical assistance to counterparts over the life of the Program. The DCOP will be responsible for directly supporting the COP in all technical management and implementation activities, including interactions with USAID as directed and in support Program Component Leads and Staff, Advisors, and short-term experts.
In addition to this general responsibility, the DCOP will also be specifically responsible for the management of Component 1 (“Improve Compliance and Implementation of International Trade Agreements”) and Component 4 (“Cross-cutting Trade Corridor Enhancements Fund”) of the Program. This will include management of related technical staff, providing support and advising the COP on the implementation of Component 1 and 4 activities, supporting efforts to achieve the Component expected results, the drafting of relevant technical deliverables, and coordination with donors, stakeholders and counterparts. The DCOP will also lead reporting efforts under Components 1 and 4, which includes inputs for annual work plans and meeting and reporting on performance targets and results, as defined in the USAID approved Monitoring Evaluation and Learning (MEL) plan.
The DCOP will be responsible for the following:
- Lead Components 1 and 4 of the Program (trade facilitation and procurement for trade facilitation);
- Advise the Chief of Party in synchronizing program activities, development of annual work plans, ensuring completion of key technical deliverables and preparing regular and ad hoc reports to USAID;
- Support donor coordination efforts, and work with COP and COR to share reports and identify program synergies;
- Provide technical and implementation assistance on trade facilitation, DCFTA compliance, and implementation to GOM counterparts and other stakeholders;
- Assist in developing statements of work, approval memoranda, and other USAID approval documentation;
- Manage short-term consultants providing assistance to program goals and targets;
- Ensure the timely submission, and contribute to the preparation, of project performance reporting and deliverables including annual and quarterly reports, success stories, briefs, and inputs for the program MEL plan;
- Present information on the program to relevant stakeholders;
- Assume role of Acting COP as necessary; and
- Other responsibilities as assigned by the COP.
- Moldovan national;
- A graduate degree in a relevant discipline such as business, economics, or law is required;
- A record of successful performance in one or more of the project’s principal sectors such as trade, trade facilitation, business enabling environment reforms and/or financial sector development;
- Ten years of experience in international trade policy formulation, trade facilitation, and trade agreement implementation and compliance;
- Fluency in Romanian & English are required; fluency in Russian is a plus;
- At least five years of management experience;
- Experience working with Moldovan government agencies particularly the Customs Service and/or the Ministry of Economy;
- Familiar with drafting laws and rules on trade issues in conformity with WTO rules and in harmony with EU requirements; and
- Experience with donor projects preferred. Experience with USAID projects is a plus.
The position requires an experienced, energetic manager who can be aggressive and entrepreneurial in developing activities and moving them forward quickly; who is experienced and comfortable dealing with Moldovan government at a high level; and who can help the Chief of Part coordinate with government counterparts and with other donors.
