Palladium’s growing Conflict, Stabilization, and Transition (CST) team is seeking Operations Managers (OMs) for a variety of upcoming USAID-funded stabilization and transition projects around the world. Palladium’s CST team is seeking individuals who want to be part of building a new, innovative and energetic practice area. The DCOP plays a key role in supporting the Chief of Party in managing Palladium’s field presence in areas of operation. The DCOP’s responsibilities may include oversight of small grants programming; financial, procurement, and budgeting management; human resources, potential recruitment and management; subcontractor management; and Task Order start-up and close-out. The DCOP will be responsible for ensuring compliance with USAID rules and regulations and coordinating with Palladium’s Home Office on all compliance issues. The DCOP will be expected to have a firm understanding of programmatic aspects of the program while staying apprised of the evolving political, legal, and economic context and on how to continuously adapt the program.
The DCOP will be responsible for:
- Ensuring effective implementation of program strategy as articulated by USAID staff.
- Establishing and ensuring compliance with procedures for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.
- Ensuring that program implementation is in accordance with regulations and procedures and the specifications determined in Task Order statement of work.
- Under the guidance of USAID, contributing to the design and implementation of the M&E system at the activity and program levels and for ensuring that all programming is properly monitored, reported, and evaluated.
- Work with the chief of party (COP) and non-key personnel staff to continuously refine implementation processes by integrating lessons learned and best practices throughout the program.
- Serve as the COP’s and USAID’s primary point of contract for current information about the status of activity implementation.
- In collaboration with local staff in-country, identify program opportunities and potential local partners.
- Ensuring relevant staff use, maintain and regularly upload data to Activity Database and ensuring that data is consistent and complete.
- Work with the COP and other relevant parties to support security of persons, information, and goods directly related to implementation of individual activities.
- Under the guidance of USAID and COP, contributing to the design and implementation of the M&E system at the activity level and for ensuring that all activities are monitored and evaluated.
- Acting as COP when s/he is absent from the Program
- Undertake other duties as assigned by the COP.
Required Skills and Qualifications
- At least four (4) years of relevant experience including experience with a donor, contractor or international NGO.
- A minimum of one (1) year supervisory experience, preferably working with culturally and socially diverse staff.
- Experience working in developing countries is required, and working in complex, high-speed and challenging field operations is highly desired, but not required.
- Financial management experience preferred but not required, including budgeting, financial management (tracking, reporting and accounting, and procurement).
- The candidate should have experience with activity design as well as development and management of projects, preferably including both community-level and national-level activities.
- Experience developing and administering grants or small grants programs required.
- Capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment; and to ensure that activities are appropriately implemented, monitored, evaluated, and closed-out.
- Demonstrated working proficiency in written and oral English.
- Experience implementing/managing programming directed at impacting a transition.
- Experience with a donor, contractor, or international NGO managing an office or program.
- Experience working in a fragile or transitional state and/or security challenged environment.
- Experience working on donor-funded projects in a related role with demonstrated supervisory experience.
- Experience with grants or small grants under contract programs, and preferably cash grants to local organizations.
- Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints.
- Demonstrated experience and knowledge in overseeing program close-out.
- Experience with remote management in transition environments.
- Fluency or demonstrated working proficiency in at least one other foreign language.
