Job Title: Deputy Chief of Party, Iraq

Overview:

IBTCI is seeking a Deputy Chief of Party to work on USAID/Iraq’s Performance Management and Evaluation Services (PMES) Activity. The purpose of the Performance Management and Evaluation Services (PMES) activity is to provide a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance of results of USAID/Iraq activities; and, learn and adapt for improved effectiveness.

Essential Duties/Tasks and Responsibilities:

  • Responsible for activity’s administration and operations, including personnel management including the field monitors, ensuring proper training for them.
  • Collaborate with the Chief of Party in performance management systems, financial management, and timely completion and submission of all activity deliverables.
  • Responsible for day to day supervision of staff and resources of activities under the contract. Coordinates work with local subcontractors and evaluation staff.
  • Coordinates with local staff of USAID implementing partners, Central and Regional Iraq Government officials, academics, donors and stakeholders.
  • Contribute in overseeing and coordinating the staff training and building local capacity for monitoring and evaluation staff and/or subcontractors.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
  • Other duties as assigned.

Minimum Requirements:

  • A minimum of 5 years of demonstrated relevant experience in management and operations in developing countries
  • Demonstrated relevant professional work experience, preferably in the Middle East
  • Demonstrated managerial and operational experience at all levels
  • Experience in supporting complex activities involving coordination with multiple program partner institutions
  • Full professional proficiency in spoken and written English
  • This position is open to Third Country and Iraqi Nationals with Arabic proficiency
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Preferred Knowledge, Skills and Abilities:

  • Proven track record of supporting complex activities involving coordination with multiple stakeholders, especially in the Middle East
  • Exceptional written and oral communication and presentation skills
  • Excellent interpersonal skills
  • Full professional proficiency in spoken and written Arabic is desired
  • Demonstrated experience in managing teams remotely
  • Knowledge of and experience in working on USAID-funded projects preferred

Education: An advanced university degree in economics, project management, business-financial management, or a related field is highly desired.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. This position requires the incumbent to be mobile and agile at a moment’s notice in case of an emergency.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel will be required and will include travel to fragile or conflict-prone zones.
