The Feed the Future Kenya Investment Mechanism (KIM) Program is a five-year project that will unlock financing and investment by addressing two principal market failures that have discouraged investors from financing certain segments of the clean energy and agriculture sectors: 1) insufficient quality consulting services (financial, transaction advisory, strategy and business performance), and 2) limited availability of financial products tailored to agriculture and clean energy.

To address these failures, KIM will create a sustainable, market-based ecosystem for finance and investment through mobilizing capital into the horticulture, dairy, livestock, and clean energy value chains (VCs), and facilitating an enabling environment conducive to investment. This program will mobilize private capital into target VCs through innovative smart incentives and building partnerships with key actors that can deliver access to market, know-how, and technology to drive VC competitiveness. Concurrently, KIM will lead policy reform efforts focused on removing barriers inhibiting large-scale investment into the target sectors, therefore unlocking further finance. The two objectives of KIM will result in the project serving as an investment platform that mobilizes substantial capital from the public and private sectors and builds partnerships between stakeholders in the financial ecosystem, ultimately contributing to USAID’s overall goal of fostering broad-base
d, sustained, and inclusive economic growth in Kenya.

The Deputy Chief of Party will directly support the Chief of Party in successful management of the project, both administratively and programmatically, in line with client expectations. As the Demand Side Opportunities Lead, s/he will be responsible for enacting supporting policies and generating demand for financing and investment. In the absence of the COP, the DCOP will assume management responsibility for the project.

* Support the Chief of Party in the successful management of all administrative and programmatic functions and activities in line with the project’s Scope of Work and approved annual work plans.
* In the absence of the Chief of Party, serve as the project representative, liaising directly with USAID, GOK, Palladium HQ, local implementing partners and the local private sector
* Lead the Opportunities team, responsible for generating demand for financing and investment and building the transaction pipeline of at least $800 million.
* Oversee the public-private partnerships developed for the project, facilitating linkages between the Government of Kenya and potential private sector entities and investors.
* Build and oversee a network of transaction providers (Business Advisory Service providers, or BAS), in order to successfully identify, support and close deals for clean energy and agribusiness SMEs.
* Facilitate the development of strategic partnerships to mobilize capital and enact improved policies.
* Support the annual work plan process and completion of high quality deliverables.
* Oversee office operations, procurement, monitoring and evaluation and grants management in line with USG requirements.
* Oversee social engagement and financial sector support, linking investees with support services to address cross-cutting issues.
* Conduct communications and media relations in close coordination with USAID as required and as per the project’s communications plan.
* Conduct internal travel to rural Kenya as directed to ensure successful project implementation.
* Master’s Degree in a relevant subject (MBA, MA in Business, Economics, International Development, etc.) or a BA and 10+ years of relevant experience.
* Five years of experience (10 preferred) with successful finance sector projects.
* Five years of experience (10 preferred) on projects with similar magnitude and complexity in developing countries.
* Familiarity with finance and investment for SMEs in the target sectors and experience working with the commercial banking sector in East Africa.
* Experience in Kenyan financial sector is preferred.
* Proven experience developing and finalizing high quality deliverables.
* Excellent verbal and written communication skills.
* Kenyan professionals preferred.
