Pact is recruiting a Deputy Chief of Party (DCOP) for an upcoming USAID-funded program, Copilaria Mea. The purpose of the Activity is to increase the number of children living within appropriate, permanent, and protective family care and reduce the number of children growing up in institutional care. This position is contingent upon award.
The DCOP will be responsible for managing all field operations under the overall direction of the Chief of Party. This individual will manage the technical components of the program - ensuring that they are properly executed, responsive to changing program requirements, and results-oriented. The individual will have a major focus on achieving results in all technical areas.
- Ensure high-quality technical programming through hands-on staff supervision and partner support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
- Contribute to project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports.
- Ensure the cost-effective use of resources.
- Ensure compliance with HQ and donor requirements, policies, and regulations.
- In coordination with the COP, serve as a liaison to relevant donors, the local government, and other stakeholders.
- Provide training and mentoring to partners to strengthen capacity.
- Take the lead in drafting reports, including quarterly and annual reports to USAID.
- Help recruit and directly supervise local project staff in line with Pact HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced.
- Serve as Acting COP in the COP’s absence.
- Perform other duties as assigned.
- Advanced degree in a discipline related to social services, special/inclusive education, child protection or international development.
- At least 5 years of experience with child protection projects
- At least 5 years of experience in project management in Moldova
- Demonstrated understanding of how to effectively carry out technical assistance activities at both central and local levels of the Moldovan social assistance system.
- Fluent in English and Romanian and/or Russian
- Demonstrated ability to work with cooperating partners, communities, and local authorities.
- Experience working in Moldova
- Experience in a senior leadership role on USAID funded programs
