CRS was awarded the 2017 USAID Food for Peace (FFP) Development Food Security Activities (DFSA). CRS Uganda is the prime organization and will work in consortium with international non-governmental organizations, local implementing partners and international/national research institutions. The program involves a multi-sectoral response to addressing food insecurity and malnutrition in Karamoja sub-region in northern Uganda. The timeframe for this program is 2017-2022.
The Deputy Chief of Party (DCOP) for Program Quality will supervise and coordinate project activities to ensure that DFSA interventions are effective and implemented according to proposal objectives and donor requirements. The DCOP will provide technical oversight to all project sectors and will strengthen communication, integration and harmonization of technical approaches across all purposes. The DCOP will participate in working groups, co-organize and co-facilitate the Program Management Unit, and support senior technical staff in developing implementation strategies in alignment with CRS, donor and GOU policies. The DCOP will collaborate closely with implementation, technical and government partners and, when necessary, will fulfill Chief of Party (COP) duties as acting COP. The DCOP will ensure appropriate support to international and local implementing partners in collaboration with CRS internal departments.
Basic Qualifications and Experience:
* Master’s degree in international relations, Economics, Social Science or relevant technical sectors (nutrition, food security, agriculture)
* Five (5) years’ relevant management and technical experience
* Three (3) years’ experience managing donor funds.
* Knowledge and experience in budget management
* Proven ability to work effectively and collaboratively with a range of key program stakeholders, and managing complex relationships with actors, donors and other collaborating agencies
* Knowledge of USAID and USG grant rules and regulations preferred.
Travel Required: The position is based in Moroto with travel to the project areas and to CRS Head Office in Kampala.
The DCOP for Program Quality will directly supervise four staff including the Team Leads and Program Managers for Resilience, Livelihoods, Nutrition and Governance. The DCOP will also work closely with the Partnership and Capacity Strengthening Manager and will be the main liaison to the technical teams of the local implementing partners.
