Job Description

The Science, Technology, Research and Innovation for Development Program is a USAID-funded program implemented by RTI International. STRIDE is a key component in the Partnership for Growth with Equity (PFGE) initiative, which represents a new framework for deepening and strengthening US–Philippines bilateral engagement toward promoting broad-based and inclusive economic growth. The goal of PFGE is to assist the Philippines’ move from a low-growth path to a higher, sustained, and more inclusive growth trajectory in line with other high-performing emerging economies. Its interventions are focused on the three interrelated areas of improving regulatory quality, strengthening the rule of law, and enhancing fiscal performance.



Since 2013, the STRIDE program has worked with partners in government, industry and academia to improve the research capacity and output of HEI institutions, linkages with industry and government coordination to strengthen the Philippines innovation ecosystem leading to inclusive economic growth.



POSITION OVERVIEW

The Deputy Chief of Party (DCOP) will provide technical management in coordination with the Chief of Party (COP) and other members of the project leadership team. S/he will ensure the timely deliverables of the technical components of the project as well as provide operational support for program activities, ensuring close collaboration with the COP and technical leads in adherence to the approved workplan and budget. The DCOP will also help maintain strong collaborations with partner stakeholders and agencies.



The DCOP will also be responsible for supporting the Chief of Party in providing technical oversight to other aspects of the project, with some focus on activities that support policy and regulatory environments in innovation. S/he will ensure seamless coordination with technical efforts and will act as COP in the COP’s absence.



Primary Responsibilities:



  • Develop and maintain strong relationships with key stakeholders including USAID, university faculty and officials, industry leaders, and government officials.
  • Support the COP in providing technical management of the project and its activities.
  • Ensure that project performance and outcomes are meeting client and stakeholder expectations.
  • Represent the project in various official events and field activities particularly those outside the National Capital Region.
  • Manage and implement activities that provide policy enhancements and a supportive regulatory environment for innovation with academic and government stakeholders.
  • Create and edit technical reports, presentations, official correspondence, and policy briefs for the project activities.
  • Directly manage technical team members of the project, ensuring appropriate performance and addressing challenges as needed.
  • Work with the COP, home office project team and in country team to develop annual work plans, performance milestone plans, and associated budgeting. Support the USAID review and approval process, with close collaboration with the COP.
  • Help ensure that the project is adhering to USAID rules and regulations, as well as RTI policies and procedures.



Qualifications:



  • Master’s Degree with at least 10 years of related work experience or a Doctoral degree with at least 7 years of related work experience. Educational background can be in a relevant social science field or in the natural sciences and engineering.
  • A minimum of 5 years of management experience in support of development projects or innovation/research programs is preferred.
  • Demonstrated ability to build consensus and develop high performing teams.
  • Demonstrated ability to work across technical and operational areas within an academic, business, or corporate group.
  • Very strong communication skills, both oral and written. Primary authorship experience of official reports and publications is preferred.
  • Very strong interpersonal skills and the ability to develop excellent relations with key local stakeholders in government, academe, and industry.
  • English fluency; Native fluency or proficiency in Filipino and other languages of the Philippines are a plus.
  • Knowledge and experience with international development contracting and implementation policies and procedures, especially with USAID, are a plus.
