Job Description


Save the Children is the Principal Recipient (PR) for the Global Fund (GF) to fight against malaria in Cote d’Ivoire. The program aims to support the implementation of the National Strategic Plan for the fight against malaria 2018-2020, through leading community-based interventions in 44 health districts. The project is structured around five areas of intervention: 1) implementing an evidence-based Social and Behavioral Change Communication (SBCC) package; 2) scaling up an integrated Community Case Management (iCCM) package; 3) achieving effective advocacy for a favorable policy and decision-making environment; 4) strengthening local capacity; and 5) ensuring coordination, monitoring and evaluation, and oversight of the Project Management Unit (PMU) based in Abidjan, Cote d’Ivoire.

Under the leadership of the GF/CIV project Chief of Party, the Deputy Chief of Party (DCOP) – Technical Implementation, based in Abidjan, will lead and provide oversight for the technical implementation of the GF CIV Project in collaboration with the DCOP Monitoring, Evaluation, Advocacy and Learning (MEAL) and Operational Research. The DCOPs will work closely with Save the Children International (SCI) in Cote d’Ivoire and Save the Children US (SCUS) technical teams and program support staff to ensure that the project achieves its goals and objectives. They will also work closely with Sub-Recipients and project partners to ensure high quality activities.

What You’ll Be Doing (Essential Duties)

Technical Coordination and Operational Implementation (65% of time)

  • Coordinate identified needs, development of technical proposals and implementation strategies, operational planning, guidance for implementation teams, monitoring of operations, and technical and programmatic oversight of project implementation.
  • Supervise the implementation of the planned community activities related to the prevention and the management of malaria and support activities at the community level (e.g., iCCM, SBCC, advocacy, etc.).
  • Contribute to the effective monitoring of resources (financial, material, time, staff, etc.).
  • Contribute to the planning and monitoring of supply chain operations, in accordance with Global Fund requirements and procedures.
  • Supervise the implementation of activities implemented by Sub Recipients.
  • Participate in consultation meetings on project activities.
  • Participate in relevant Save the Children and National technical bodies’ forums.
  • Coordinate internal Budget versus Actuals (BvA) meetings within the Project Management Unit (PMU) and report any major programmatic variances to the COP.
  • Inform the COP of any event or situation that may have any impact on the conduct of the project.
  • Ensure the development and management of a dashboard for managing and monitoring the implementation of project activities.

Reporting and Documentation (10% of time)

  • Provide periodic implementation reports, particularly identifying bottlenecks and proposing corrective actions for improved project performance and quality of activities.
  • Contribute to the monitoring and analysis of field activity reports produced and/or collected by staff and/or civil society partners.
  • Contribute to the periodic analysis of project performance.
  • Work collaboratively with the Finance Manager to provide comments on the Progress Update Disbursement Fund (PUDR).
  • Contribute to documenting project good practice and achievements to ensure proper visibility of the project (e.g., scientific articles, technical notes, conference abstracts, capitalization document, photos, video, testimony, reports, etc.).
  • Contribute to drafting contractual reporting and capitalization documents, and technical and financial proposals.

Human Resources Management (10% of time)

  • Supervise project staff and ensure that planned tasks and activities are executed consistent with project objectives.
  • Monitor and evaluate staff performance.
  • Evaluate capacity building needs and support the professional development of team members.
  • Supervise the implementation of staff training.
  • Support operational staff in the implementation of activities (e.g., supervision, training).

Sub-Recipient Capacity Building (10% of time)

  • Coordinate the implementation of sSb-Recipient (SR) situational analyses and the development of action plans for performance improvement.
  • Coordinate technical assistance development for SR’s project performance framework and the breakdown of targets at different levels of intervention; the SR team’s orientation on the contractual indicators definition; the targets and actions required for performance and monitoring.
  • Coordinate the supply of equipment and resources.
  • Develop support material for SR project teams, and coordinate technical assistance field zone teams for quality ownership and implementation of procedures.
  • Identify the capacity building needs of implementing actors, develop technical guidelines and orientation documents, and ensure the capacity building of implementation teams.
  • Strengthen technical capacities and skills of SR project management through frequent refresher meetings.

Accountability (5% of time)

  • Together with the DCOP of MEAL & Operational Research and Accountability Focal Points, coordinate the implementation of a situational analysis of the accountability system set up under the project, then the development and implementation of an improvement plan as needed.
  • Establish a procedure and tools for information sharing, oversee the implementation of this procedure at the PR level, and coordinate the monitoring by the zone teams of the implementation of this procedure by the SRs.
  • Establish a procedure and tools to ensure community participation, including children, in the project. Oversee the implementation of this procedure at the PR level and coordinate the monitoring by the field zone implementation teams.
  • In collaboration with the Focal Points, set up mechanisms for collecting and handling complaints (e.g. child protection, fraud, harassment, program quality, non-respect of free services, etc.) within the project framework; coordinate the deployment of these mechanisms in the intervention areas; coordinate the collection and documentation of this information and updates to database.

Required Qualifications

  • Minimum 5-7 years of experience in program coordination and international public health projects in developing countries, particularly in implementing integrated Community Case Management of Childhood illnesses, Social and Behavior Change, advocacy, data management and use, etc.
  • Minimum bachelor’s degree or equivalent relevant experience required.
  • Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, provide the technical and management support related to various size programs, grants or projects.
  • Experience working with bilateral and/or multilateral donors and familiarity with their procedures and practices; experience with The Global Fund preferred.
  • Experience managing and/or collaborating with donor-funded award implementing partners.
  • Verbal and written fluency in French and English.
  • Ability and willingness to travel primarily locally approximately 30-40% of time

  • Demonstrable experience producing results, solving problems and making informed decisions
  • Ability to innovate and adapt to achieve project objectives.
  • Effective and respectful working styles with colleagues from diverse backgrounds and work settings
  • Ability to create and maintain networks

Preferred Qualifications

  • MD or PhD in public health, epidemiology, health economics, etc.
  • Experience coordinating a malaria control program.
  • Experience working for an international NGO or a UN agency for at least five years.
  • Good knowledge of the Ivorian health system and the national strategic plan for the fight against malaria.
