Position Summary MSI is seeking a Deputy Chief of Party-Programs (DCOP-P) for an anticipated USAID/OTI-funded, small-grants focused project in Macedonia. The DCOP will work closely with the senior management team (SMT) and will oversee programmatic aspects of the program. S/he or his or her designee will supervise the activity development staff and other staff involved in activity development, implementation, monitoring, evaluation, and reporting. Responsibilities
  • Ensure effective implementation of program strategy as articulated by USAID/OTI staff.
  • Establish and ensure compliance with procedures for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.
  • Maintain strategic awareness of independent media issues in the country and within the broader region, and a thorough understanding of the challenges and opportunities facing independent media, especially online digital media.
  • Ensure that program implementation is in accordance with regulations and procedures and the specifications determined in the Task Order SOW.
  • Under the guidance of the country representative (CR) or deputy country representative (DCR), be responsible for contributing to the design and implementation of the M&E system at the activity and program levels and for ensuring that all programming is properly monitored, reported, and evaluated.
  • Work with the chief of party (COP), operations manager, and other non-key personnel staff to continuously refine implementation processes by integrating lessons learned and best practices throughout the program.
  • Serve as the COP and OTI CR’s (and/or the CR’s designee(s)) primary point of contract for current information about the status of activity implementation.
  • In collaboration with local Macedonian staff in-country, identify program opportunities and potential local partners.
  • Ensure the relevant staff use, maintain, and upload weekly the Activity Database and that data is consistent and complete.
  • Work with the COP, Operations Manager, and other relevant parties to support security of persons, information, and goods directly related to implementation of individual activities;
  • Under the guidance of the USAID/OTI CR, DCR and COP, contribute to the design and implementation of the M&E system at the activity level and for ensuring that all activities are monitored and evaluated.
  • Act as COP, when s/he is absent from the Program, and.
  • Undertake other duties as assigned by the COP.
  • At least four (4) years of relevant experience including experience with a donor, contractor or international NGO.
  • A minimum of one (1) year supervisory experience, preferably working with culturally and socially diverse staff.
  • Experience working in developing countries is required, and working in complex, high-speed and challenging field operations is highly desired, but not required.
  • Financial management experience preferred but not required, including budgeting, financial management (tracking, reporting and accounting, and procurement).
  • The candidate should have experience with activity design as well as development and management of projects, preferably including both community-level and national-level activities.
  • Experience developing and administering grants or small grants programs required.
  • Capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment; and to ensure that activities are appropriately implemented, monitored, evaluated, and closed-out.
  • Experience working in Macedonia or other Balkan countries highly desired, but not required.
  • Experience working in countries undergoing political transition highly desired, but not required.
  • Demonstrated working proficiency in written and oral English is required.
