Functions as the second in command to a Country Director and support the ongoing administration and
operations in an assigned host country/region.
Under the guidance of the Country Director, provides leadership, direction, and management oversight for
the day to day operations of each of ABA ROLI’s Mexico programs.
Acts on behalf of the Country Director in his/her absence within the approved delegation of authority
Manages ABA ROLI finance and administrative staff in Mexico to ensure appropriate discharge of
their duties and execution of their performance.
Ensures the field office fully complies with donor and ABA policies and procedures regarding
finances, logistics, transportation, and procurement.
Reviews and approves monthly reconciliation of cash budget, wire request, monthly ledger submission,
vendor and procurement payments and files, field advance payments, disbursement vouchers and invoices.
Subject to Country Director approval, acts as principal verifying officer tracking all field
procurement/logistics requisitions, and clearance of shipments of commodities for programs.
In coordination with the CD, ABA ROLI field and DC staff, supports the development of project work
plans and corresponding budgets and amendments, as necessary.
Arranges bi-annual performance evaluations for all ABA ROLI - Mexico field staff and in
coordination with the Country Director, ensures appropriate actions are taken to respond to staff performance when warranted.
Conducts an annual review of ABA ROLI policies and procedures and makes changes as needed. Ensures all staff complete required ABA ROLI training.
Completes an annual review of all contracts to ensure ABA ROLI remains compliant with local laws and regulations, and to ensure there are no lapses in contracted services.
Performs other duties as required.
Required Education, Qualifications, Experience:
Possession of a Bachelor’s degree from an accredited college or university and at least 12 years; experience in managing an international operation; OR, possession of a Master’s degree from an accredited college or university and at least six years’ experience in managing an international operation; OR, possession of a Juris Doctorate Degree from an ABA-accredited law school or foreign equivalent and at least four years’ experience managing an international operation.
At least five (5) years international development and/or international program development experience.
Preferred Education, Qualifications, Experience:
Previous work experience in an international setting where the work was performed outside of the United States.
Proficiency, if not fluency, in one or more of the host country’s official languages.
Previous work experience in a not-for-profit, association, and/or NGO setting.
Typical office work environment.
Extent of Travel Required in the Job:
As a normal course of business, this job will typically require travel of less than 30% of the time.
