Background Information - Job-specific

Under the direct supervision and guidance of the Financial Management Officer (FMO) and the overall supervision of the Head of Support Services, and in full compliance with UNOPS policies, procedures and practices, the Deputy Financial Management Officer is responsible for the completion of monthly financial tasks and successful delivery of the managed cash flow services in Myanmar. The Deputy Financial Management Officer is responsible for the management of all activities related to manage cash flow mechanism, implementation of internal controls, risk management and planning of related activities. This requires the transparent utilization of significant financial resources. S/he analyses and interprets financial rules and regulations and provides solutions for a wide spectrum of complex financial issues.

Functional Responsibilities
a.Management and leadership of Managed Cash Flow Unit
  • Ensure a high level of motivation within the team through appropriate coaching, continuous performance evaluation, effective conflicts management and resolution.
  • Lead the different teams of the manage cash flow operations, facilitate and foster a solution-focused culture, and promote teamwork and collaboration, providing clear direction, objectives and guidance to enable the teams to perform their duties responsibly, effectively and efficiently, ensuring the highest standards of conduct are observed.
  • Attract and retain talent in the manage cash flow operations to develop an agile and empowered team with the skills and competencies needed to ensure optimum performance and ability to respond to changing environment.
  • Continuous assessment of the performance and effectiveness of manage cash flow services and teams, make decisions and recommend to the Financial Management Officer changes and corrective actions in the team structure and manage cash flow operations to enhance and maintain effectiveness in changing the environment
b.Managed Cash Flow implementation and coordination
  • Coordinate with Ministry of Health and Sports (MOHS) staff, National Program team members and the FMO for the development and periodical review of Managed Cash Flow standard operating procedures, manuals, guidelines and control of workflows, implement adequate internal controls and safeguarding of the organization’s assets.
  • Conflict resolutions in the field and negotiate with the MOHS staff and National Program Team Members on implementation of policies and procedures.
  • Support the FMO in the implementation of the Managed Cash Flow Unit strategic plans and overall contribution to the achievement of MMOC strategic plan.
  • Monitor and regularly report to the FMO on the progress of tactical and operational plans and periodically report to the FMO on performance indicators in the form of a regularly updated dashboards allowing tracking the team’s and individual team members performance.
  • Ensure the coordination of Managed Cash Flow teams, training and capacity building activities of MCFU related partners (National program) and staffs across MMOC.
  • Work under the guidance of the FMO towards the design, planning and orientation of the Managed Cash Flow team key performance indicators aligned with the MMOC strategic plan.
  • Ensure preparation, submission, analysis and monitoring of the Managed Cash Flow budget, cost allocations and reporting to other programs (non-PR), propose when necessary improvement in allocation practices for Managed Cash Flow Unit shared resources.
  • Ensure data quality and control of the accounts by performing ongoing review, analysis and reconciliation of accounts.
  • Contribute to the preparation and act as focal point for financial operations for annual audits and other assurance processes performed for Managed Cash Flow Unit, and ensure that audit recommendation are implemented.
  • Periodically conduct risk assessments on Managed Cash Flow operations and propose mitigating actions to the FMO.
  • Oversight of cash flow management processes for MMOC, GFATM-PR and other projects, including liquidity management, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets on site.
  • Oversight of the reconciliation unit and recovery of operational advances, direct disbursements and reimbursements in a timely and efficient manner, ensuring compliance with the MCFU policy and other guidelines from partners, donors and MMOH.
  • Prepare yearly cash flow forecasts and conduct monthly review and forecasting of cash positions for local bank accounts to ensure sufficient funds on hand for disbursements within Myanmar.
c.Financial knowledge management and capacity building
  • Keep abreast of and incorporate good practices, approaches and technology to enhance finance delivery and results.
  • Lead the planning, implementation and organization of strategic capacity building of managed cash flow personnel, and knowledge sharing with clients and stakeholders.
  • Provide training and refresher workshops for Department of Public Health (DOPH) and Ministry of Health and Sports (MOHS) staff and National Program team Members on Financial Planning, Budgeting and internal control Systems.
  • Advise on the development of a comprehensive financial management training strategy, plan and materials to ensure that adequate formal and informal mechanisms are available to office finance staff.
  • Lead /organize and conduct regular training/workshops to build the capacity of stakeholders in financial accounting. Identify and make an available expert resource for the training/workshops.
  • Ensure synthesis and dissemination of lessons learned and best practices in Managed Cash Flow Unit.
  • Provide technical guidance and on the job training to ensure work standards are achieved, both regarding data quality of input/output processing.
  • Represents MMOC FMO to meetings with internal/external stakeholders when required, including National Program, Donor and PR management meetings.

Monitoring and Progress Controls

The successful performance of the Deputy Financial Management Officer directly impacts the effective management and financial integrity of UNOPS through the effective stewarding of financial resources, maintaining appropriate controls and integrity of financial management by relevant UNOPS rules and regulations. Use own discretion to address unforeseen challenges and situations, seeking advice from and reporting directly to the Financial Management Officer when required. Analysis of the reporting functions of the dispatch unit participate in the change process.

Education/Experience/Language requirements

(A) Education

  • Master degree in accounting, economics, public administration or related field is required.
  • Bachelor degree in combination with 2 additional years of relevant experience may be accepted in lieu of Master degree.
  • Professional Accounting, auditing or related designation (CPA, ACCA, CA) is required.

(B) Experience

  • A minimum of 7 years of experience in accounting, audit, business administration, economics, commerce or related field or professional accounting and auditing is required.
  • Knowledge of the UN financial rules (IPSAS) would be an asset.
  • Experience in developing strategic level data such as scorecards and key performance indicators would be an asset.
  • Data analysis skills with large sets of data would be an asset.
  • Prior auditing experience, either as an auditor or auditee would be an asset.
  • Computer literate including knowledge of Word, Excel, PowerPoint and Access is required.
  • Knowledge of other software applications such as databases and ERP would be an asset.

(C) Language

  • Fluency in oral and written English and Myanmar is required.
