DEPUTY TEAM LEADER

SUMMARY OF POSITION

CowaterSogema is currently recruiting a Deputy Team Leader for an immediate opening in the Sustainable Energy and Economic Development (SEED) project in Jordan focused on renewable energy.

Reporting to the Field Team Leader, the Deputy Team Leader will be responsible to assist the Team Leader in all aspects of the day-to-day planning and implementation of the project in the field. He or she will Support the Team Leader to achieve the Project’s expected outcomes, deliver its outputs, and implement its activities on time and within budget.

PRINCIPAL RESPONSIBILITIES

  • Leads Project staff developing solar solutions for Community Based Organizations;

  • Procurement: supervise and ensure effective procurement of all solar systems;

  • Management: oversee direct reports as decided by the Team Leader. Ensure the quality and integrity of activities implemented by direct reports;

  • Advocates and represents the Project and CowaterSogema externally as required, including with the donor community;

  • Provide technical expertise as required in order to achieve expected project results;

  • Support Team leader on communications and outreach activities as required;

  • Ensure proper design and delivery of Technical Advice and training provided by international consultants in Renewable Energy, Energy Efficiency and other areas such as financial modelling;

  • Anticipating risks and issues, communicating such issues in a timely and effective way to the Team Leader, and addressing them;

  • Lead responsibility for Monitoring and Evaluation activities as per the Results-based Management tools of the Project;

  • As directed by the Team Leader, participating in the preparation of the Project Implementation Plan (PIP), annual Work plans and annual reports, construction plans and Progress Reports;

  • Under the direction of the Team Leader, ensuring a consistent team message, support effective working relationship with key Jordanian entities, including but not limited to: Jordan Renewable Energy and Energy Efficiency Fund (JREEEF), and Jordan River Foundation (JRF);

  • In carrying our project implement and responsibilities implement project guidelines for tendering, RBM work planning and reporting, GE and environmental strategies, cost/expense guidelines.

  • Potentially leads at least one of the project’s major components, including scoping the overall construction/installation of solar systems, in line with the logic model and Performance-Based Management framework of the Project.

JOB REQUIREMENTS

Education:

  • Master’s Degree in renewable resources, environmental engineering, socio-economics, international development, or another relevant field.

Minimum Experience:

  • 10+ years of overall experience working on international donor-funded programs focused on international development, training and capacity building, government technical assistance, small and medium enterprises (SMEs), or the renewable energy and energy efficiency sector;

  • Experience working in community solar programs and relationships between communities and utilities;

  • Experience in demand creation/market-based approaches at the SME level;

  • Experience in community-based funding/microfinance/revolving funds.

  • Experience working in the MENA region.

Essential Skills:

  • Excellent English technical and report writing skills.

  • Professional level Arabic.

  • Demonstrated project management skills: effective supervisory and management of project employees, effective building of stakeholder relationships; effective cross-cultural communication skills; ability to identify and resolve problems.

  • Demonstrated people management skills: experience leading teams of at least 5 people or more.

  • Strong understanding and familiarity with the design, installation and maintenance of photovoltaics (PV) systems would be a strong asset.

Project’s specific condition:

  • Two (2) years mandate on the field in Jordan.
